Hoshiarpur- In view of the possibility of spread of serious diseases like dengue, malaria and chikungunya due to garbage, dirt and dirty water accumulated in vacant plots in the city, Additional District Magistrate (ADM) Amarbir Kaur Bhullar has issued orders to the concerned plot owners and occupants to clean the plots.
ADM Amarbir Kaur Bhullar clarified that garbage, dirt and rainwater are accumulating in vacant plots, where disease-causing insects are thriving, which is a serious threat to human health. Therefore, continuous cleaning of these plots is very important to prevent diseases.
Using his powers under Section 163 of the Indian Civil Security Act, 2023, he has issued orders that all privately owned or occupied vacant plots falling within the city limits should be cleaned immediately. The plot owner or occupier should ensure cleaning of garbage and sewerage at their own level and get a boundary wall or fencing done around the plot, so that garbage does not accumulate in future.
The Additional District Magistrate also said that if the orders are violated, then fine and legal action will be taken against the concerned owner or institution under Punjab Municipal Corporation Act, 1976, Environment Protection Act, 1986 and Municipal Corporation Solid Waste Rules, 2016.
If the cleaning work is done by the Municipal Corporation or Council/Panchayat, then its expenses will be recovered from the concerned plot owner.
