
Ban on digging or deepening borewells without permission
Nawanshahr- District Magistrate Shaheed Bhagat Singh Nagar Ankurjit Singh, in compliance with the guidelines issued by the Ministry of Water Resources, Government of India for digging/repairing borewells/tubewells in the light of the order passed by the Supreme Court of the country in a writ petition (civil number 36/2009) dated 11.02.2010 and in view of the danger of people and children falling into these borewells due to digging of raw wells and tubewells in urban and rural areas, has banned digging or deepening borewells without permission in the district and has made conditional approval from the competent authority mandatory.

According to the order issued by the District Magistrate under Section 163 of the Indian Civil Security Code, 2023, it will be mandatory for the land owner to inform the concerned District Collector, concerned Gram Panchayat, Municipal Council, Public Health Department, Soil Conservation Department (Ground Water) 15 days before digging a borewell. Along with this, a signboard with the name and registration number of the drilling agency digging the borewell and the full name and address of the land owner should be put up near the respective drilling site.
It will be mandatory to surround the borewell with barbed wire and close it with a steel plate cover with nut-bolts. It will be mandatory to build a cement/concrete platform around the borewell, which should be 0.30 m below and 0.30 m above the ground level. Further, if there is any empty space after digging or repairing the well/borewell, it should be filled with soil and the ground level should be restored to its original position after the completion of the work. Under no circumstances should the well or borewell be left empty.
No person shall take written permission from the Water Supply and Sanitation Department for digging or repairing a well/borewell and shall not get the work done without their supervision. In rural areas, Sarpanch and Agriculture Department officials and in urban areas, Junior Engineers and Executive Engineers of Public Health Department, Soil Conservation (Ground Water), Municipal Councils will also prepare regular reports in this regard from their respective jurisdictions and send it to the Additional Deputy Commissioner (Development) every month. These prohibitions will remain in force till May 31, 2025.
