Nawanshahr - Bahujan Samaj Party gave a memorandum to the Finance Commission regarding the use of financial resources of Punjab and future plans. A two-member delegation of Bahujan Samaj Party comprising State President Jasvir Singh Garhi and BSP MLA Punjab in-charge Dr. Nachhatarpal MLA Nawanshahr submitted a written memorandum after an open discussion with the members of the Finance Commission. The fraud committed by Bahujan Samaj Party in the distribution of financial resources for the Scheduled Castes and poor communities of Punjab in 75 years of independence was openly told to the Chairman of the Finance Commission, Mr. Arvind Panagariya and the members of the Commission. For the benefit of Scheduled Castes and employment of the poor, Bahujan Samaj Party said in a memorandum that Scheduled Castes and Scheduled Tribes should not be considered as a category while distributing resources in Punjab. Economic package for unemployed youth of Scheduled Castes and start-up loan up to Rs 25 lakh without guarantee should be given. The debt of Scheduled Caste people should be waived or eliminated under one time settlement. Vocational self-help groups should be developed in 5000 villages with more than 40% Scheduled Caste population in Punjab, with a target of annual turnover of ?1 crore to ?10 crore. The lump sum amount of Post Matric Scholarship Scheme should be provided by the Central Government. 100% fees of students of Scheduled Caste and poor community studying in colleges and universities under central schemes should be waived. So that the brain drain from Punjab to foreign countries can be stopped. Students studying from primary to senior secondary school should get books with concession in fees without discrimination of caste along with students of general category like students of Scheduled Caste. So that the dangerous virus of caste division arising at the school level can be eradicated. Central funds should be released for recruitment, salary and pension of teaching and non-teaching staff in schools, colleges and universities so that the standard of education can be maintained at a high level. Before independence, there was Chamar Regiment and Mahar Regiment in the army, which were disbanded after independence. Funds should be released to revive those regiments. To improve the economic health of Punjab, financial resources should be provided to open Attari Border and Hussainiwala Border for commercial activities. Workers working under MNREGA scheme should be given 365 days of employment and wages of Rs 700 per day. Financial resources should be provided to stop the new pension scheme of employees and start the old pension scheme. Outsourced, raw and contract employees working in the state under central schemes should be declared permanent employees on fixed salary by adopting the policy of equal work, equal pay. DC rate of Rs 700 per day and unskilled employees should be given Rs 21000 per month. Due to the worsening water problem in Punjab, the MSP given to paddy should be stopped and started on other crops, which consume less water. While taking such a decision, the farming community should be taken into confidence. So that there is no farmer movement which ruins the economy of Punjab. Bahujan Samaj Party state president Jasvir Singh Garhi said that it was discussed with the Finance Commission that the literacy rate of Scheduled Caste men and women in every region is much lower than the national literacy rate by 10% in every region, which is a serious issue. The health issue was also discussed that 57% women and 60% children of Scheduled Caste and poor community have low hemoglobin and are suffering from anemia. Such serious health conditions for Scheduled Castes will act as genocide in the near future.
