Formation of Chandigarh Stray Animals Incidents/Accidents Compensation Committee

Chandigarh 2nd July, 2024 - In compliance with the directions issued by the Hon'ble Punjab & Haryana High Court, Chandigarh, vide its order dated 18.08.2023 in CWP No. 22904 of 2016 (and 192 connected cases), the Administrator of U.T. Chandigarh has constituted the "Chandigarh Stray Animals Incidents/Accidents Compensation Committee."

Chandigarh 2nd July, 2024 - In compliance with the directions issued by the Hon'ble Punjab & Haryana High Court, Chandigarh, vide its order dated 18.08.2023 in CWP No. 22904 of 2016 (and 192 connected cases), the Administrator of U.T. Chandigarh has constituted the "Chandigarh Stray Animals Incidents/Accidents Compensation Committee." This committee will determine the compensation to be paid on account of claims made regarding incidents or accidents caused by stray cattle/animals, including cows, bulls, oxen, donkeys, dogs, nilgai, buffaloes, and other wild, pet, or deserted animals. Procedure for Claim Submission: In Case of Death: Death Certificate Copy of FIR/DDR indicating death due to an accident caused by stray cattle/animal/dog bite In Case of Permanent Disability: Copy of FIR/DDR indicating an accident caused by stray cattle/animal/dog bite Permanent disability certificate from Medical Authority (showing permanent disability of 70% or above) issued after the scheme's implementation date Hospital discharge summary In Case of Injury: Copy of FIR/DDR indicating the incident/accident.Medical report/treatment documents indicating the type of injury, its degree, and expenses incurred Any other document deemed necessary to establish the claim's genuineness and the claimant's identity The committee may request additional documents as needed to verify the claim's genuineness. Compensation Details: In Case of Death: Compensation to the legal heirs of the deceased will be Rs. Five Lakh. In Case of Permanent Disability: Compensation will be Rs. Two Lakh for permanent incapacitation as certified by the competent Medical Authority. In Case of Injury: Compensation will be assessed by the committee, subject to a maximum amount prescribed in the relevant policy.For dog bite cases, the compensation will include: A minimum of Rs. 10,000 per teeth mark A minimum of Rs. 20,000 per 10.2 cm² of wound where the flesh has been pulled off the skin Process and Timeline: Claims must be filed within three months from the incident/accident date. The committee will verify facts and seek recommendations from concerned departments/agencies. Compensation payments will be made directly to the victim's or legal heir's bank account. Awards will be passed within four months of receiving claims and requisite documents.
