Chandigarh, November 27:- Haryana Chief Minister Mr. Naib Singh Saini said that there will be no compromise on the quality of materials used in infrastructure projects. He warned that if any contractor or official is found to be deficient in the quality of the works, strict action will be taken against him.
The Chief Minister was chairing a meeting of the Haryana Quality Assurance Authority here today. During the meeting, he said that wherever negligence or deficiency is found in the construction of projects, the QAA should be empowered to take necessary action. He also sought information about the PWD Labs located in the state, which check the quality of construction works.
QAA-empanelled consultants to be retained for DPR preparation
It was decided in the meeting that DPR of Greenfield Road Projects, Bridge/Flyover and OB, Building Construction and Road Upgradation Projects will now be prepared by QAA-empanelled professional consultants, so as to ensure high quality in planning and implementation. Third party inspection and monitoring agencies will also be involved in these projects.
QR codes to be installed for transparency
In another important decision, QR codes will be installed at every project site to enhance transparency and ensure quick social audit. These QR codes will contain DPR summary, Bill of Quality, Technical Instructions, name of contractor, Engineer-in-Charge and Consultant information. Regular updates on physical and financial progress will also be available.
Besides, for small projects, all departments will prepare standard guidelines in collaboration with QAA, other concerned departments and Chief Architect and get final approval from the government.
Monitoring of Third Party Agencies
Chief Minister Shri Naib Singh Saini directed the QAA officials to strictly monitor the work of third party agencies to ensure their accountability. He said that drainage planning should be an essential part while preparing DPR, which should include correct levels and disposal points.
He also said that before releasing payment for any project, a mechanism should be made to ensure that the quality of the project is as per the prescribed standards - especially in the case of high-rise buildings and bridges.
It was also decided to create a dynamic database of all high-rise buildings and bridges so that their structural audit can be done in a phased manner.
To strengthen the technical audit, it was decided that the employees of the Quality Control Wing of all the departments, boards and corporations of the state will be linked with the QAA.
QAA is bringing about changes in the infrastructure of the state
The Chairman of the Quality Assurance Authority, Shri Rajiv Arora (Retd. IAS), said that the authority has trained more than 300 officers so far, and webinars are being held regularly in Pakhwada. He said that the Quality Assurance Authority is improving the infrastructure of the state through rigorous technical audit and visionary reforms and ensuring compliance with world-class standards in projects costing more than Rs. 100 crore.
He said that in two phases, QAA has audited 25 major engineering projects and sent detailed reports to all government departments and the Chief Minister's Office. The action taken report on these reports is expected by January 2026.
The meeting was attended by Chief Principal Secretary to the Chief Minister, Shri Rajesh Khullar, Chief Secretary, Shri Anurag Rastogi, Principal Secretary to the Chief Minister, Shri Arun Kumar Gupta and other senior officers.
