Chandigarh , February 4:- Haryana Chief Minister Shri Naib Singh Saini said that the second budget recently presented by the 3.0 Central Government under the leadership of Prime Minister Shri Narendra Modi is not just a financial document , but it presents a picture of an India that is self-reliant , competitive and socially sensitive . This budget under the leadership of Prime Minister Shri Narendra Modi is based on the principle of development as well as trust and holds immense opportunities for a leading state like Haryana.
The Chief Minister was addressing a press conference at Haryana Niwas on Wednesday . He spoke about the spirit , direction and important aspects of the Union Budget 2026-27 and also explained the direct impact of the Central Government's budget on Haryana. He said in his address that this budget reflects the thinking of an India where development does not only mean big cities, but also villages, farmers, women, youth and laborers. Where the economy is strong , but even the last person of the society feels safe and respected.
He said that in this budget, the pillars of developed India, the poor , youth , women and farmers, have been kept at the center and this is also the basic mantra of our development policy under the leadership of the Prime Minister . The basic objective of this budget is , action instead of doubt , reform instead of show and priority to public interest instead of populist announcements . The government has struck a balance between fiscal discipline and social justice, while targeting a high economic growth rate of about 7 percent in this budget.
Capital expenditure increased to Rs 12 lakh 20 thousand crore?
The Chief Minister said that in the budget presented, public capital works have been increased to about Rs 12 lakh 20 thousand crores to give a boost to the country's economy . This investment will strengthen roads, railways , urban infrastructure , industrial corridors and logistics . Haryana will get the direct benefit of this , because our state is the hub of Delhi-NCR , industrial corridors and national highways . This investment will not only speed up development works , but will also create new employment opportunities for lakhs of facilities.
A special plan has been made for the youth.
He said that what is in the budget for the youth ? There is a big discussion on this . The central government considers our youth as the biggest asset of the country . A provision of Rs 1 lakh 39 thousand crore has been made for youth skill development and education sector . More than 1 lakh 50 thousand youth of the country will also be provided with new age skills training . Therefore, a provision of more than Rs 15 thousand crore has been made in the central budget for skill development, employment and future technologies . A special fund of Rs 10 thousand crore has been kept for technologies like artificial intelligence , robotics, biotech and cyber security . This will directly benefit educational and technical centers like Gurugram, Faridabad , Panchkula and Rohtak, where our youth will be able to learn world-class cutting-edge skills and get high-income employment.
The Chief Minister said that with a provision of Rs 7,500 crore for startups and entrepreneurship, Haryana's startup ecosystem will be further strengthened . This will encourage innovation in the state and our youth will not be job seekers. Sago will become an employer. He said that today Haryana has emerged as the fourth largest state in India in terms of number of startups. Currently , there are more than 9,100 recognized startups in Haryana. There are 19 unicorn companies in the state. Apart from this, More than 250 Fortune 500 companies are also located here.
He said that what is even more heartening is that about 50 percent of the startups are being run by women. The state government has set a target of increasing the participation of women in startups to 60 percent in the next phase . Not only this , the government is also setting up a state chapter of the Women Entrepreneurship Platform in collaboration with NITI Aayog. With this, women entrepreneurs will get specialized training, financial assistance , market access and incubation support from more than 700 mentors. The government has implemented the Haryana State Startup Policy-2022 in Haryana . The state government is going to set up a fund of funds of Rs 2,000 crore to promote startups.
The Chief Minister said that a high-level standing committee has been constituted to link education with employment and entrepreneurship . To promote digital and creative economy, AVGC Content Creator Labs will be set up in 15 thousand secondary schools and 500 colleges across the country . The safe margin limit in the IT services sector has been increased from Rs 300 crore to Rs 2,000 crore . This will create high-quality employment opportunities for a large number of youth.
He said that in the field of sports, Khedon Hindia Mission is being developed as an integrated talent development path . It will include scientific training, modern sports infrastructure and technology . About 65 percent of the population of Haryana is youth and this budget gives a clear roadmap to connect this youth power with education , skills , technology and employment . This budget is a budget of social justice and economic empowerment for women and the poor . The government has planned to develop self-help groups as entrepreneurship haats at the community level to bring women at the center of economic activities.
The Chief Minister said that a provision of about Rs 8 thousand crore has been made for women employment, self-employment and entrepreneurship . A budget of more than Rs 40 thousand crore has been kept for social security , pension, nutrition and income-support schemes .
Special steps have also been taken regarding agriculture. ?
He said that financial and institutional support is being provided to increase women's participation in agriculture, dairy , food processing and rural entrepreneurship. Self-help groups and women entrepreneurs in Haryana will get direct benefits. Provision has been made for establishment of women's hostels in STEM institutions of higher education in every district. This effort shows that the state government is also giving top priority to the education and safety of girls.
Big opportunity for the health sector too
The Chief Minister said that this budget has brought a big opportunity for Haryana in the health sector . A provision of Rs 10 thousand crore has been made under the Biopharma Shakti Initiative , Rs 20 thousand crore for health infrastructure and Rs 5 thousand crore for medical tourism . In such a situation, Gurugram , Pharma clusters, medical colleges and modern hospitals in areas like Panchkula , Rohtak and Karnal will get a new policy . This will not only improve health services , but will also create large-scale employment for doctors , nurses , technicians and paramedical staff . Along with this , a target has been set to train 1 lakh 50 thousand multi-skilled caregivers in the health and care sector . A large number of them will be women . This will create large-scale employment opportunities in the health and care sector in cities like Gurugram , Rohtak, Karnal and Hisar.
The Chief Minister said that this budget is particularly beneficial for farmers . About Rs 1 lakh 62 thousand crore has been provided for agriculture and allied sectors . The allocation of more than Rs 6 thousand 153 crore for animal husbandry and dairy , Rs 2 thousand 500 crore for fisheries and the continuous assistance of Rs 65 thousand 500 crore under the PM-KISAN scheme is a big relief for the farmers.
Referring to the Bharat Vistar Yojana, the Chief Minister said that with this, farmers will be able to connect directly with digital and AI-based agricultural platforms . They will get accurate information about weather, soil and market . This will enable them to make better decisions . The direct impact of this will be that their agricultural costs will reduce and income will increase . The impact of the budget will be clearly visible in the sports and recreation facilities of Haryana . Irrigation coverage in Haryana is already more than 80 percent . However , Development of water bodies and Amrit Sarovars in Bajaj will help in water conservation and improving groundwater levels.
He said that dairy and animal husbandry are the major source of income for farmers in the state . And strengthening the value chain of fisheries and dairy will lead to a sustainable increase in rural income . Promoting horticulture and high value crops will open up new opportunities for farmers in South Haryana and arid regions . With Agritech and digital agriculture, progressive farmers of Haryana will be able to get higher production and better prices through technology.
The Central Government has made several provisions for land reforms in the Budget . Recently , the Central Government has fixed an incentive amount of Rs 10 thousand crores to the states under the Special Assistance Scheme for capital investment to encourage land reforms in the states . Apart from this , an incentive of Rs 5,000 crores will be given for registration of farmers . He said that special provisions have also been made to make 6 lakh acres of waterlogged and saline land of Haryana suitable for agriculture . This will benefit thousands of farmers of the state and increase agricultural production.
The Chief Minister, while keeping his point in the context of industries, said that this budget has brought both confidence and opportunity for Haryana . Haryana is already a leader in the field of automobile, electronics , pharma and textiles . With the plans to promote semiconductor , electronics components and biopharma, new investment plans will come in areas like Gurugram, Faridabad and Sonipat . Along with this , the decision to revive 200 old industrial clusters will give new energy to traditional industrial cities like Panipat, Yamunanagar and Ambala . The development fund of Rs 10 thousand crore for the MSME sector will also benefit lakhs of small entrepreneurs and artisans of Haryana.
He said that Haryana will be further strengthened in terms of infrastructure development with this budget . Focus on high - speed rail , urban economic zones and tier-2 and tier-3 cities will give a boost to employment-based urbanization in cities like Rohtak, Hisar, Karnal, Sirsa and Rewari . Connectivity and real estate will be boosted in Haryana's cities connected to Delhi NCR . The state's role as an industrial and logistics hub will be further strengthened . The emphasis on green energy and battery storage in the budget will lead to expansion of solar and renewable energy projects in Haryana . This will also meet the energy needs of the state and maintain environmental balance.
The middle class and poor families of Haryana will get direct benefits.
The Chief Minister said that this budget is a relief budget for the common citizen and its benefit will be directly received by the middle class and poor families of Haryana . Simplification of tax procedures , special discount on medicines for serious diseases like cancer and reduction in expenditure on education and treatment will reduce the burden on the pockets of families . Delivery of services through digital governance will be faster, which will further strengthen transparency and good governance in Haryana.
He said that to make the tax system simple , transparent and reliable, relief in TDS , TCS , flexibility in the time limit for filing returns and decriminalization of compliance offences have been removed . With the digital single window of customs, transaction processes will be faster and the cost of doing business will also be reduced . The grant of Rs. 1 lakh 40 thousand crore to the states will prove to be a big step towards strengthening cooperative federalism.
Haryana will get strength in the railway sector
He said that Haryana has got a strong and visionary roadmap in the railway sector too . Rs 3,566 crore has been allocated to Haryana . Out of this , Rs 315 crore has been specifically kept for the state's priority and projects . 34 railway stations of Haryana are being modernized under the Amrit Bharat Station Scheme . This railway initiative is going to take the economy of Haryana to new heights . Farmers will be facilitated in transporting their produce to the market and new employment opportunities will be created for the youth on a large scale.
The Chief Minister said that the provisions made in the budget will give global recognition to 15 places of great cultural , heritage and archaeological importance . This will also give recognition to places like Rakhigarhi in Haryana . Referring to the recommendations of the 16th Finance Commission, he said that the Central Government has accepted the recommendations of the Finance Commission for the years 2026 to 2031.
He said that the share of central tax of Haryana state has been increased from 1.093 percent to 1.361 percent . This is a historic increase of about 24.5 percent compared to the 15th Finance Commission and is the highest share so far . The direct benefit of this will be that Haryana will receive about Rs. 20,772 crore from central taxes in the year 2026-27 . This amount is about Rs . 5,547 crore more than the revised estimate of the previous year.
He said that during the 16th Finance Commission, Haryana will receive about Rs 1 lakh crore from central taxes , which is the highest fund Haryana has received so far . Whereas before this, during the Congress rule, as per the recommendations of the 13th Finance Commission, the state had received Rs 14 thousand 937 crore . During the BJP government's rule, as per the recommendations of the 14th Finance Commission, the state had received Rs 34 thousand 758 crore and as per the recommendations of the 15th Finance Commission, the state had received Rs 61 thousand 736 crore . He said that the government is giving equal priority to development along with fiscal discipline . The additional resources from the 16th Finance Commission will help Haryana move forward on the path of development at a faster pace.
The Chief Minister said that the economic situation of Haryana is strong and completely under control . The Haryana Government is moving towards the goal of Developed Haryana-Developed India with transparency , good governance and accountability . This budget will prove to be a decisive step towards making India the third largest economy in the world . This budget will take forward development , employment , social security and future preparedness together . The Union Budget presented under the able leadership of Prime Minister Narendra Modi will prove to be a milestone in making Haryana more empowered , self-reliant and strong.
