Chandigarh, January 30:- In a major reform aimed at removing long-standing administrative hurdles in agricultural loans, Haryana government is going to launch a transparent, technology-based rural credit system, which will free farmers from having to visit banks and revenue offices for loan-related documentation, said Haryana's Additional Chief Secretary, Revenue and Disaster Management Department, Dr. Sumita Mishra.
The state government will soon sign an MoU with the Reserve Bank of India to develop one of India's most advanced integrated farm credit systems. Under this framework, agricultural loan sanction will be directly linked to digital land records, ensuring seamless coordination between financial institutions and the revenue administration.
Dr Mishra said that this new system is a major change in the way agricultural credit is given. He said that now farmers will only need their Aadhaar number to get a loan, as all the information related to the land will be automatically available from the state's digital records.
This is not just a technology upgrade, but a completely new way of public service delivery for farmers. He said that the old system of Patwari-Tehsil-Bank, which used to cause delays, will be done away with.
This project will be implemented in two phases. In the first phase, the focus will be on Kisan Credit Card Loan, which is the most widely used credit source for agriculture in Haryana. After Aadhaar authentication, the land allocation will be available automatically, the entries related to the loan will be removed immediately. This entire process will work without any human intervention, which will ensure maximum transparency. In the second phase, the system will be expanded to include all types of agricultural and rural loans, creating a unified digital credit ecosystem across the state.
He said that this initiative will bring significant benefits to all stakeholders. Farmers will save time, get credit faster, and get complete transparency with real-time tracking of loan status and land records. Banks and financial institutions will get verified land data in real time, which will reduce the risk of fraudulent applications and improve operational efficiency. Revenue administration will benefit from automatically updated records, fewer errors and better reliability of land records.
Real-time integration between revenue records and lending institutions will act as a strong security shield against fraud and malpractices. He said that any attempt to use fake documents or outdated records will be automatically caught by the system, thereby protecting both the lenders and the genuine farmers.
