Chandigarh, November 3 - The Haryana Cabinet, in a meeting held here today under the chairmanship of Haryana Chief Minister Shri Naib Singh Saini, has approved the proposal of Haryana Residential Areas (Registration, Recording and Settlement of Ownership Rights) Ordinance, 2025. This important initiative will pave the way for granting ownership rights to the occupants in residential areas on the basis of drone survey and property card.
This ordinance will provide legal recognition to the process of registration, recording and settlement of ownership rights in residential areas of the property.
The main objective of the Ordinance is to identify, record and resolve the ownership rights of the occupants in the populated areas, so that the ownership of the district individuals is best established, they can be registered as owners and ownership rights can be granted. It will select the boundaries and areas of each survey unit and recognize the information recorded in the government records as authentic truth.
The Ordinance will also facilitate the transfer of property rights such as ownership, lease and mortgage (with or without possession), which will enable rural residents to avail financial services including bank loans.
Besides streamlining the ownership process, the law will also encourage planned development in populated areas - preserving the heritage of villages, improving civic amenities, increasing land value and developing rural infrastructure in line with urban standards. This will resolve long-standing disputes related to boundaries and ownership and empower rural residents economically by providing financial assistance to them in the form of assets.
The ordinance will give legal form to the results of ownership planning and drone-based surveys. It will ensure a transparent and effective process of recording and decentralization of ownership rights, thereby enabling community development and equitable access to resources.
The ordinance will use the entire database created from drone surveys and possession certificates issued under the ownership scheme, which will ensure its effective implementation.
