Chandigarh, November 3 - The Haryana Cabinet, in a meeting held here today under the chairmanship of Haryana Chief Minister Shri Naib Singh Saini, has approved an amendment to the Policy for Appointment on Contract Basis, 2022, to provide employment on compassionate grounds to one existing member of the families of Haryana residents killed in the 1984 anti-Sikh riots in the state, whether they died in the state of Haryana or outside it.
This decision implements the announcement made by the Chief Minister in the Haryana Vidhan Sabha on August 25, 2025, which reflects the commitment of the state government towards the welfare and rehabilitation of the victim families.
Under this amendment, a new clause has been added to the policy, under which a member of the existing family of the riot victims, unanimously selected, will be considered for suitable employment in Level-1, Level-11 and Level-111 categories through Haryana Skill Employment Corporation (HKRN), which will depend on the educational qualification and eligibility criteria prescribed by HKRN.
If all the posts in a department are filled, HKRN will adjust the eligible person in another department or in its own institution to ensure employment.
This compassionate procedure provides a systematic mechanism for employment through HKRN, which will ensure fairness, transparency and dignity for the families who suffered irreparable losses during the 1984 riots.
