Chandigarh, January 9:- Haryana Minister for Cooperation, Jails, Elections, Heritage and Tourism Dr. Arvind Sharma said that through the Developed Bharat Ji Ram Ji Law developed by Prime Minister Narendra Modi, economic and social protection will be ensured to every working class of the country. He said that the flawed structure of MGNREGA was harmful to both the country and the workers, whose Tha Ji Ram Ji Law will become an effective source to eliminate corruption and stop exploitation of workers.
On Friday, Cooperation Minister Dr. Arvind Sharma was interacting with the workers at the Public Works Department Rest House in Jind. BJP District President Tejendra Dhul and MLA Devendra Chaturbhuj were also present on the occasion. The Cabinet Minister said that under the leadership of Prime Minister Narendra Modi, the country is moving rapidly towards achieving the vision of a developed India by the year 2047. The country is making continuous progress in all sectors including education, health, agriculture, cooperative rural development, industry, science and sports.
He said that with the aim of providing employment to every poor person and increasing his dignity, a new framework of rural development has been prepared, which has been brought in line with the spirit of Mahatma Gandhi and to realize the vision of Ram Rajya. Congress is trying to hide the shortcomings of MGNREGA by spreading misinformation about the Developed India Ji Ram Ji Act, due to which the laborers as well as the country were suffering.
Cabinet Minister Dr. Arvind Sharma said that under MGNREGA, laborers used to get 100 days of employment, while the Ji Ram Ji Act has provided for 125 days of guaranteed employment, which will give an additional benefit of about Rs. 10 thousand annually to the laborers of Haryana. He said that the new law also provides for unemployment allowance in case of non-availability of work within the stipulated time and additional amount in case of delay in payment of labor. He said that as before, the village council and village panchayats will prepare development plans, which will include water conservation, infrastructure development, livelihood-based work and more management-related work. To strengthen rural development, necessary infrastructure like ponds, schools, hospitals, Anganwadi centers, roads will be constructed under the Ji Ram Ji Act. Also, skill sectors and haat bazaars will be established to increase the income of women of poor families and self-help groups.
Dr Sharma said that during the Rabi and Kharif seasons in the state, farmers used to face shortage of labourers during sowing and harvesting. Keeping this in mind, the new law has given the state government the right to postpone the ongoing works under the Ji Ram Ji Act for a maximum of 60 days during the agricultural season, when there is a high need for labourers. This will ensure the availability of labourers in agriculture and the labourers will also get an opportunity to work for 60 days in addition to the employment guarantee of 125 days.
The Cooperation Minister said that under the Ji Ram Ji Act, every labourer in the country will get an average benefit of Rs 7180, while in Haryana, eligible labourers will get an additional benefit of Rs 10 thousand annually, as Haryana is providing the highest minimum wage of Rs 400 per day in the country. The new law will protect the workers and the nation from the problems like loopholes in MGNREGA, fake employees, duplicate 1AB cards and fake payments.
He said that through biometric attendance, only eligible workers will be paid, which will provide a permanent solution to the problem of fake payments and duplicate job cards. The Developed Bharat Ji Ram Ji Act supports those existing labor beneficiaries who were deprived during the previous governments. It will not be possible to register fake projects from geo-tagging of each project and satellite imagery.
He further said that while in MGNREGA, the payment of labor was made within 15 days, under the Developed Bharat Ji Ram Ji Act, it has been made mandatory to pay the labor on a weekly basis or within a maximum of 15 days of completion of the work.
