Chandigarh, February 10:- Haryana Chief Minister Mr. Naib Singh Saini announced to increase the grant amount given as incentive to good Panchayats working for the welfare of Scheduled Castes from Rs. 50 thousand to Rs. 1 lakh. Apart from this, he also announced to set up an Investigation Wing in every police station so that the investigation work is not affected.
Chief Minister Mr. Naib Singh Saini was chairing a meeting of the State Level Vigilance and Monitoring Committee under the review of the implementation of the provisions of the Scheduled Castes Atrocities Act, 1989 and the Protection of Civil Rights Act, 1955 in Chandigarh. Development and Panchayat Minister Krishan Lal Panwar, Social Justice and Empowerment Minister Krishan Kumar Bedi were also present in the meeting.
The Chief Minister said that in a good Panchayat, there should be no atrocities against SCs, the entire money of the SC component should be spent, a campaign should be launched against drugs in the village, stubble should not be burnt, the drinking water problem should be solved, etc. For this, provision has also been made for Panchayat incentives at the state, district and sub-divisional levels.
The Chief Minister said that in SC, ST cases, the charge sheet should be presented in the court within 60 days so that such cases can be disposed of quickly. He said that under the three new criminal acts implemented by the government, provision has also been made to present the accused in 60 days. Separate investigating officers should be appointed in these cases too.
Mr. Naib Singh Saini said that apart from the Scheduled Castes, a decrease has also been recorded in crimes against women in the state since the year 2021. Apart from this, there has also been a reduction in cases of loot, property damage and intimidation. He said that atrocities against the SC community will not be tolerated at any level. Immediate action should be taken in such cases. Apart from this, if anyone files a false complaint, action should also be taken against them. In cases of mutual agreement, it should also be checked whether it has been done under any pressure or greed.
The Chief Minister said that informed citizens should also be included in the awareness meetings organized at the district and sub-divisional levels. Apart from this, the Deputy Commissioner in every district should organize four meetings of the District Vigilance Monitoring Committee within a year and review the SC Act. He said that during the year 2025-26, financial assistance of Rs. 8.84 crore has been provided to 796 victims of atrocities for relief and rehabilitation.
The Chief Minister said that under the Social Harmony Inter Caste Viya Shagun Yojana, financial assistance of Rs 31.62 crore has been provided to 1265 beneficiaries during the current financial year, including 807 women and 458 men. This is a big commendable step towards social harmony. Apart from this, debates and seminars are being organized in schools and colleges along with speech, writing competitions for the prevention of atrocities. Chief Principal Secretary to the Chief Minister Rajesh Khullar, Additional Chief Secretary Sudhir Rajpal, G Anupama, Principal Secretary to the Chief Minister Arun Gupta, Additional Principal Secretary Dr. Saket Kumar, DGP Ajay Singhal and many government and non-government members were present in the meeting.
