Chandigarh, July 2:- Haryana Chief Minister Mr. Naib Singh Saini said that the aim of the state government is to develop such a revenue system, where all the work related to land purchase and sale, registry and mutation is simple, safe, transparent and completed within the stipulated time. The common people and farmers do not have to visit government offices repeatedly and they can get maximum facilities sitting at home.
The Chief Minister today reviewed the progress of Paperless Registration 2.0 and Auto Mutation system of the Revenue and Disaster Management Department. During the meeting, Chief Principal Secretary to the Chief Minister Mr. Rajesh Khullar, Financial Commissioner and Additional Chief Secretary of Revenue, Disaster Management Department Dr. Sumita Mishra, Deputy Principal Secretary to the Chief Minister Dr. Yashpal and other officials were present.
Additional Chief Secretary of Disaster Management Department Dr. Sumita Mishra told the Chief Minister that many important improvements have been made in Paperless Registration 2.0 based on the suggestions received from citizens and other stakeholders. The application process has been made easier than before, so that the common people do not face any kind of problem in getting registered. In the new system, Aadhaar based e-KYC, digital signature and biometric verification have been made mandatory, which will increase the security and reliability of the documents.
It has also been ensured that there is a QR code on each document, so that the authenticity of the document can also be verified. Along with this, such an arrangement has also been made that out of the applications received, 20 SDM and 20 registry applications will also go to DRO, so that transparency can also be ensured.
Officials said that now documents like NOC from DTP will not need to be submitted separately. The verification of these will be done online by the concerned departments. Citizens will be able to see the status of the online application and if required, additional documents and e-stamps will also be uploaded online. The facility of changing the general appointment to the Tatkal category if required has also been made available. During this, he also updated the Chief Minister about the increased revenue after the start of the Tatkal registration process.
Focus on account cultivation, registrations can also be done from abroad
Chief Minister Shri Naib Singh Saini during this directed the officials that the work related to ownership rights in account cultivation should also be completed soon. On which the officials said that continuous work is being done in this direction. Chief Minister Shri Naib Singh Saini during this discussed whether any person from Haryana who has gone abroad has any option to get the registration done online. On which he also asked to work in this direction using video call etc. or other modern technology.
The Chief Minister said that with these reforms made by the department, the entire process of registration and mutation will become easier, faster and more transparent than before. Both time and money of the people will be saved, unnecessary rounds of tehsils will be reduced and fraud will also be effectively curbed. He directed the officers to ensure that the benefits of the new system reach every citizen of the state in a time-bound manner and its effective implementation should be ensured.
The Chief Minister has directed to settle all the old mutations pending in the state within the next one month. Along with this, he has also directed to ensure regular and weekly monitoring of this work and to continuously review the progress.
He also said that in this entire matter, if any officer or tehsil employee is deliberately negligent, or deliberately objects to the process of registration, then his accountability should be fixed. The Chief Minister also directed to monitor this.
