Haryana/Hisar- Following the presentation of the development-oriented budget for the year 2026-27—totaling ?2,23,658.17 crore—by Haryana Chief Minister Nayab Singh Saini in his capacity as Finance Minister, Virender Mahatta, the District General Secretary of the Bharatiya Janata Yuva Morcha (BJYM) in Hisar, has hailed it as a budget dedicated to the holistic development of the state. He stated that this budget has been formulated with the interests of every section of society in mind, a move that will provide fresh momentum to Haryana's development trajectory.
Virender Mahatta noted that the budget allocates a provision of ?17,250.72 crore to the Department of Social Welfare—an increase of 3.60 percent compared to the previous allocation. This measure will significantly aid in further empowering the vulnerable sections of society. He further highlighted Chief Minister Nayab Singh Saini's announcement of a 1 percent tax rebate on the purchase of vehicles registered in the name of women—a pivotal step toward strengthening women economically. Additionally, the announcement regarding the provision of reservations for 'Agniveers' within the police force serves as a significant boon for the youth.
He observed that several decisions outlined in the budget—such as establishing 'Nari Mandapams' (women's centers) in villages, launching mobile skill development centers for the youth, and providing training in Artificial Intelligence—have been taken with a keen eye on future requirements. Furthermore, the announcement of an incentive of ?4,000 per acre for farmers cultivating indigenous cotton varieties, along with an additional bonus of ?2,000 per acre for those who opt to cultivate sesame, pulses, or cotton instead of paddy, is expected to prove instrumental in boosting farmers' incomes.
Virender Mahatta added that the decision to establish a new power distribution company—named 'Haryana Agri Discom'—to ensure an uninterrupted electricity supply for agricultural purposes is also highly commendable. Moreover, decisions such as empowering Gram Sabhas and PACS (Primary Agricultural Credit Societies), transitioning government buildings to solar energy, and establishing 'Model Examination Centers' in every assembly constituency based on the PPP (Public-Private Partnership) model are poised to yield far-reaching positive impacts. He stated that the establishment of the Haryana Green Climate Resilience Fund marks a significant step towards making the state clean and green. The objective to select AI teams through an Innovation Challenge in May 2026—along with the goal of developing the state into a hub for mobile production and AI—will also generate new opportunities for the youth.
Mahatta noted that several decisions taken in the public interest are significant steps forward: the decision to administer the HPV vaccine to approximately 300,000 adolescent girls aged 14 across the state; the initiative to increase the minimum wages for unskilled laborers; and the announcement of a special mission to eliminate water pollution in the Yamuna River.
He added that the establishment of the ?500 crore 'Saksham Fund' to improve infrastructure in Sonipat, Hisar, Ambala City, Yamunanagar, Sirsa, Fatehabad, Nilokheri, Bahadurgarh, Barwala, and Panipat will give fresh momentum to urban development. Furthermore, the announcements regarding the launch of the 'Pink Cab Scheme' to empower women and make them self-reliant, the increase in the budget for the 'Lado Lakshmi Scheme,' and the upgrading of Anganwadi centers are also commendable initiatives.
Virender Mahatta stated that the formation of an Anti-Terrorism Squad (ATS) to counter terrorist activities, along with the announcement to open seven new women's police stations across the state, will further strengthen the security apparatus. He observed that, during a budget speech spanning over three hours, Chief Minister Nayab Singh Saini presented a clear roadmap for the state's development.
