RTS Commission imposes Rs 10,000 fine on Public Health Engineering Department.

Chandigarh, June 20 - Haryana Right to Service Commission, taking a strict stand on the negligence of Public Health Engineering Department in a case, has ordered a fine of Rs 10,000 on SDE and a compensation of Rs 5,000 to the complainant, Mr. Kuldeep Singh, a resident of Hansi, for not providing services within the stipulated time. This amount will be deducted from the salary of June 2025.

Chandigarh, June 20 - Haryana Right to Service Commission, taking a strict stand on the negligence of Public Health Engineering Department in a case, has ordered a fine of Rs 10,000 on SDE and a compensation of Rs 5,000 to the complainant, Mr. Kuldeep Singh, a resident of Hansi, for not providing services within the stipulated time. This amount will be deducted from the salary of June 2025.
A spokesperson of the Commission said that the Commission found in its investigation that the deadline for the service on the application for restoration of water supply given on February 3, 2025 was February 6, 2025, but the service was restored only after the interim order of the Commission on May 8, 2025. The three previous complaints of the complainant were wrongly closed, which has already been confirmed by the Commission.
 The complainant in his email dated June 12, 2025, had highlighted the problems faced by the common citizens by describing the attitude of the SDE as negligent and indifferent.
The Commission has also found the role of FGRA-cum-XEN Shri Sanjeev Kumar Tyagi to be very unsatisfactory. 
Despite the clear instructions of the Commission, he did not take any concrete steps in the matter and closed three complaints without hearing them only on the basis of the reports of the subordinate employees. Not only this, he also remained absent from the hearing of the Commission without informing.
The Commission also mentioned that the senior officers of the department had already been sensitized about legal responsibilities through a training session in the presence of the Commission on September 18, 2024, yet such negligence is being repeated.
Therefore, the Commission has recommended to the Commissioner and Secretary of the Department to initiate disciplinary action against XEN under the Right to Service and has requested them to inform the Commission about the action taken within 30 days. 
He said that this report will be included in the Annual Report of the Commission for 2025-26, which will be placed on the table of the Haryana Vidhan Sabha.
