Chandigarh, November 10 - Haryana Financial Commissioner Revenue (FCR) Dr Sumita Mishra today inaugurated a new IT cell at the new Secretariat building in Sector-17, Chandigarh, which will strengthen the digital governance infrastructure of the state. Dr Sumita Mishra said that this centre, which has the capacity to accommodate 35 IT personnel, will act as a major hub for developing internal software resources and ensuring smooth functioning of crucial revenue services.
Dr Mishra said that this IT cell will act as a backend repository to ensure smooth and paperless operation of the registry across the state by removing the last minute issues and providing necessary technical support.
He said that the newly-established IT cell will take on the important responsibility of monitoring the uninterrupted revenue services on various government portals including Web Health, Jamabandi, e-Bhoomi and e-Shatipurti. He said that the dedicated team will monitor the tehsils of the state and immediately resolve technical issues, glitches and potential cyber threats to ensure uninterrupted service delivery to the citizens.
Further reinforcing his commitment to strengthen the digital infrastructure, Dr Mishra said that the Revenue Department will soon set up a data centre with a capacity of 2 petabytes, which is expected to comprehensively address the challenges related to data storage and management in the future.
Addressing the problems related to the state’s registry services, the FCR said that all the registry offices of the state are functioning smoothly and there is no hindrance in paperless registry services. The paperless registry system launched statewide on November 1, 2025 is working efficiently and ensuring seamless services for property registration across the state.
Dr Mishra highlighted several user-friendly improvements implemented in the system. The character limit for partnership or collaboration documents has been increased from 500 to 10,000 characters, which will allow detailed terms and conditions to be fully recorded. In addition, the document upload limit on the portal has been increased from 10 MB to 40 MB to accommodate large files and improve user convenience.
He said that in a significant step aimed at reducing the inconvenience to the applicants, a new Revert with Objection facility will be launched from November 12, 2025. This facility will allow applicants to re-upload revised documents without any additional fee, provided that the initial information recorded is correct.
Dr. Mishra said that the paperless registry system is a big step towards digital governance, transparency and accountability in Haryana. He reiterated the department's commitment to continuously improve this system and welcomed constructive suggestions from citizens and institutions to keep the registration process efficient, reliable and citizen-friendly.
