Giving this information, Deputy Commissioner-cum-District Election Officer Shaheed Bhagat Singh Nagar Rajesh Dhiman said that all the BDPO offices and service centers of the district will remain open on October 3 as a holiday. He said that candidates can take advantage of BDPO offices and service centers during this time.
 He said that according to the instructions issued by the State Election Commission, Punjab regarding the filing of nominations for Panchayat elections If no due certificate (NDC) regarding any type of tax arrears or any other dues is not issued by the concerned authority to a candidate in spite of his best efforts to accompany the nomination paper. Or no 'No Objection Certificate' (NOC) is issued for possession of any type of property by any authority. Then the concerned candidate can submit an affidavit on his behalf along with the nomination paper.
 He said that the candidate will give an affidavit that he has no arrears of taxes of any kind or any other dues in respect of the Punjab State Election Commission Act, 1994. Neither has any illegal occupation of any authority's property by him. He clarified that the affidavit must be attested by the Executive Magistrate/ Oath Commissioner/ Notary.
 The Deputy Commissioner said that the election process related to Panchayat elections in the district will be conducted in a transparent manner.
