Chandigarh, February 20:- Haryana Legislative Assembly Speaker Harvinder Kalyan has formulated a detailed plan to strengthen the committee system. He met with all committee chairpersons on Thursday evening before the start of the Budget Session to develop the blueprint. During the meeting, he issued several directives to improve the functioning of committees and sought suggestions from the chairpersons based on their experiences.
Assembly Speaker Harvinder Kalyan stated that accountability of the executive to the legislature can only be ensured by strengthening the functioning of committees. Sharing his experience from his study tours to 13 states last year, he stated that the acceptance of recommendations from Legislative Assembly committees is largely the same across all states. He emphasized that we must work in this direction in a planned manner, and we must conduct in-depth studies on ground-level issues. The more accurate our recommendations are, the greater their impact will be. Regular follow-up is essential. We must elevate this entire system to the highest level.
He stated that in our constitutional democratic system, the legislature and executive are not rivals but supportive institutions. The fundamental objective of both institutions is to serve the public interest. The committees of the Legislative Assembly are the most effective tools in achieving this objective.
He stated that the rotation of members on committees will be considered when forming committees for the upcoming financial year. He noted that the House's membership is relatively low compared to the number of committees. Consequently, many members participate in more than one committee. The Speaker of the Legislative Assembly stated that the full implementation of committee recommendations is possible only if members prepare recommendations by delving deeply into the subject matter.
He also discussed in detail the planning of spot visits, study tours to other states, personal development, training, and capacity building programs for MLAs. He stated that all these programs will be expanded using artificial intelligence-based technology. Committee chairpersons also offered their suggestions during the meeting.
Assembly Deputy Speaker Dr. Krishna Lal Middha, Chairperson Ramkumar Gautam, Bharat Bhushan Batra, Aftab Ahmed, Laxman Yadav, Ramkumar Kashyap, Vinod Bhyana, Krishna Gehlawat, Ghanshyam Das Arora, and Bhagwan Das Kabirpanthi were present.
