Chandigarh, January 23:- Haryana Chief Minister Mr. Naib Singh Saini made two big announcements in the interest of farmers and industrialists and said that a Smart Agriculture Zone and a Smart Industrial Zone will be set up in the state, where special facilities will be provided to farmers and industrialists.
The Chief Minister was chairing a review meeting of the announcements made in the last year's budget of the Industries and Commerce Department. Industries and Commerce Minister Rao Narbir Singh was also present in the meeting.
The Chief Minister, while reviewing the work of dormitories and single-room units for the workers working in factories in IMT Manesar, Bawal and Kundli, directed the officials to prepare a plan to provide residential facilities to the workers working there in whichever industrial area there is a need for housing. With this, while the workers will get affordable housing facilities near the industry, their work will also be of quality. It was informed in the meeting that the portal of the Town and Country Planning Department, which was launched by the Chief Minister on the Good Governance Day on December 25, 2025, to regularize the illegal colonies with at least 50 factories, is yielding positive results. Industrialists are registering their units on the said portal. Once these colonies are regularized, industrialists will not only get timely benefits of various schemes, but will also not have to visit offices to complete formalities of various departments.
It was informed in the meeting that implementing the announcement made by the Chief Minister in the last year's budget, the pending problem of the owners of plots allotted by the Haryana Urban Development Authority (in various industrial estates of the state) has been resolved. The complete control of these plots has now been given to HSIIDC. In this, the owners of these industries were facing a lot of trouble in obtaining occupation certificate, project completion certificate etc. in the case of transfer of industrial plots from HSVP to HSIIDC. The decision of the state government has given a great relief to the industrialists of the state.
The Chief Minister was also informed that in the last budget, the announcement of concession in the matter of giving plots for opening ESIC hospitals/dispensaries as the Finance Minister has been completed. Now in future, the land that will be taken from HSVP, HSIIDC, Panchayat and other government departments for opening ESIC hospitals/dispensaries will be given at 75 percent concessional rates.
The Chief Minister was informed that the period of Haryana Atmanirbhar Textile Policy 2022-25 has been extended by one year i.e. till December 2026. Apart from this, the Chief Minister directed to repair the structures like sewerage, roads, drinking water, street lights in the industrial areas built many years ago, which have come into the urban population.
The Chief Minister directed to set up incubation centres in all industrial estates to facilitate startups to get work done at concessional rates. It was informed in the meeting that land has been selected for the proposed incubation centre for AI and Quantum Computing Technology at IIT Manesar and for Electric Vehicle and Automotive Sector at IMT Kharkhoda. The process is underway to set up incubation centres at other places as well.
Chief Minister Shri Naib Singh Saini reviewed the budget announcements like setting up 10 new IMTs, One District One Product Program, developing Zero Water Waste Industrial Area as a pilot project in IMT Manesar, expanding IMT Kharkhoda, setting up the first phase of IMT in Ambala, setting up IMT in Mahendragarh district, setting up Make in Haryana program on the lines of Make in India, construction of Cultural Center in Gurugram and gave instructions to expedite the work.
The Chief Minister also reviewed the announcements of the resolution in detail and directed to implement all the announcements at the earliest.
On this occasion, Chief Principal Secretary to the Chief Minister Mr. Rajesh Khullar, Principal Secretary Mr. Arun Kumar Gupta, Commissioner and Secretary of the Finance Department Mr. Mohammad Shine, Commissioner and Secretary of the Industries and Commerce Department Dr. Amit Agarwal and Director General Mr. Yash Garg, Managing Director of HSIIDC Dr. Aditya Dahiya and other senior officials were present.
