Chandigarh, July 28:- The Haryana Government has directed all departments to make proper utilization of available human resources (manpower) to ensure timely implementation of government schemes, projects and other departmental works.
It is noteworthy that in a review meeting held recently by Chief Minister Mr. Naib Singh Saini, serious concern was expressed over the delay in work by some departments due to lack of manpower. After this, Chief Secretary Mr. Anurag Rastogi has issued detailed instructions in this regard to all administrative secretaries, department heads and concerned officers.
The Chief Secretary said that all departments should ensure timely resolution of problems related to human resources so that the implementation of government schemes, development projects and other assigned works is not adversely affected.
The instructions have asked all the Heads of Departments to personally review the human resources available in their departments and subordinate offices and institutions and ensure its optimum and effective utilization. Wherever shortage of personnel is found, necessary steps should be taken using all available options as per prevailing government policies. These include rational redeployment of employees, appointment of required personnel through approved channels and regular recruitment process as per requirement.
The Chief Secretary has made it clear that in future, shortage of manpower will not be accepted as a reason for delay in discharging any government work, project or departmental responsibility. He said that it is the responsibility of every department to assess its human resource requirements in time, ensure deployment of sufficient personnel through available arrangements and complete all government programmes and projects within the stipulated time frame.
He has directed all the departments to take immediate necessary action to remove the bottlenecks related to human resources and ensure that there is no hindrance in the execution of any development work, government scheme or departmental responsibility due to shortage of personnel. The Chief Secretary has directed all the concerned officers to consider this as very important and take action on top priority and ensure effective implementation of all the works within the stipulated time frame.
