Chandigarh, May 5 - Haryana Chief Minister Shri Naib Singh Saini said that making the state free from helpless cow herds is the government's priority. For this, two cow farms have been established. One has been built in village Nain of district Panipat and the other in village Dhandhur of district Hisar. Sheds, water and fodder have been arranged in these. An amount of Rs 8 crore has been released for these. He said that for the rehabilitation of helpless cow herds in the state, arrangements have been made to provide a grant of Rs 10 lakh per cow farm for construction of sheds in 51 cow farms in the financial year 2025-26. Out of these, grants have been given to 21 cow farms for construction of sheds. Similarly, Haryana Gauvansh Research Centre Sukhdarshanpur (Panchkula) has been established for research and development on Panchgavya based products.
The Chief Minister was speaking at the Gaushala Chara Grant Amount Distribution Ceremony at Shri Krishna Gaushala Society in Ladwa, Kurukshetra on Tuesday. The Chief Minister performed Gau Puja at the Gaushala along with Haryana State Child Welfare Council Vice President Smt. Suman Saini. The Chief Minister distributed cheques of Rs. 70 lakh 24 thousand for 11 registered Gaushalas of Ladwa and Thanesar constituencies in the programme.
The Chief Minister said that the fodder grant amount distribution ceremony for Gaushalas is a programme related to our culture, our service and dedication. Today again I have got the opportunity to serve the cow mother. By adding the fodder grant amount of Rs. 70 lakh 24 thousand for today's 11 registered cow shelters, a total fodder grant amount of Rs. 228 crore 58 lakh has been released for 619 registered cow shelters across the state in the year 2025-26. In the last 11 and a half years, a fodder grant amount of Rs. 526 crore 45 lakh has been given to registered cow shelters. He said that the glory of the cow is extensively described in the Vedas. Our Vedas and Puranas have considered the cow as the basis of prosperity, peace and life. Cow service, cow rearing and cow protection are mentioned in our religious scriptures in some form or the other. In our country, the cow has been worshipped since ancient times. According to mythological stories, all the gods and goddesses reside in the cow. The cow is also called the owner of spiritual and divine qualities. It is said in our scriptures and Vedas that one of the 14 gems that emerged from the churning of the ocean between the gods and the demons was the Kamadhenu cow. Considering this importance of the cow, religious and social organizations have emphasized on the establishment of cow shelters. The Chief Minister said that the government has also taken important steps towards the development of cow shelters, protection of the cow lineage and promotion of natural farming. In the budget for the year 2026-27, arrangements have been made to open 7 new government animal dispensaries. These include Musnota, Nangal Jat, Shiv Gaushala (Matlauda), Mor Kheri, Baloli, Dahiman, Cow Sanctuary (Nain). Apart from this, 4 new government animal hospitals will be opened in Kari Adu, Dhundhwa, Mohammadpur Ahir and Mamriya Asampur. He said that till 2014, there were only 1 lakh 75 thousand cows in 215 registered cowsheds in Haryana, but currently there are 697 registered cowsheds in the state. In these, more than 4 lakh helpless cows are being reared.
He said that solar energy plants have been installed in 330 registered cowsheds. In the year 2026-27, all the registered cowsheds of the state will be converted into solar energy based complexes. The government is providing electricity at the rate of Rs 2 per unit in cowsheds. Earlier, 1 percent fee was charged on land registration from cowsheds, but now new cowsheds do not have to pay any stamp duty on land registration.
He said that we have made arrangements for veterinarians to check the health of cows in cowsheds. We have worked to put a veterinarian on duty one day a week in cowsheds with more than three thousand cows. Apart from this, VLDA duty has been put on duty one day a week in cowsheds with less than three thousand cows. Along with this, mobile animal hospital services are also being made available to cowsheds.
He said that in order to give the cow mother the same respect as before, we will also have to take effective steps for the protection and propagation of indigenous breed cows. In this direction, Prime Minister Shri Narendra Modi has implemented the 'National Gokul Mission' for the protection of indigenous breed cows. He said that the keepers of indigenous breed cows of Haryana, Sahiwal and Belahi are being given an incentive of Rs. 5 thousand to Rs. 20 thousand according to their milk production capacity. We are also making efforts for the improvement of the breed of cows dependent on cowsheds.
The Chief Minister said that arrangements have been made to provide an honorarium of Rs 300 per calf/heifer, Rs 600 per cow and Rs 800 per Nandi (bull) to the cowshed for catching the helpless cowherds roaming on the roads and bringing them to their cowsheds. A budget of Rs 4 crore has been approved for this. The government is making extensive efforts to make the cowsheds self-reliant.
Cowsheds are making natural phenyl, organic fertilizer, cow dung pots, natural paint, pots, lamps, incense, soap and other products from cow dung and urine. He said that as per the demand of cowsheds, assistance is being provided for the purchase of necessary machinery for Panchgavya production. Grant money has been given to 101 cowsheds for making sticks, incense sticks, pots from cow dung or machines for making extracts from cow urine etc.
The Chief Minister said that the government has implemented a strict law "Haryana Cow Breed Protection and Cow Promotion Act-2015" for the protection of cow mothers. In this law, a person who kills a cow can be imprisoned for up to 10 years and a person who smuggles cows can be imprisoned for up to 7 years.
He said that the role of society is very important in the operation of cow shelters. The government can cooperate, provide resources, but service and dedication is possible only with the cooperation of society. I appeal to all the Panchayats, voluntary organizations and youth to take the initiative in making the cow shelter of their village self-reliant.
