Chandigarh, January 21:- Haryana Chief Minister Mr. Naib Singh Saini, while interacting with startup founders and entrepreneurs in the pre-budget consultant program organized in Manesar on Wednesday, said that young innovators and startups are giving a new direction to the economy of Haryana.
The Chief Minister said that National Startup Day was celebrated on January 16 and today's pre-budget consultant is a series of the same celebration. Referring to the idea of ??Prime Minister Shri Narendra Modi, he said that Startup India is not just a government scheme but it is a rainbow vision that connects different sectors with new possibilities.
He said that startup is an ideology that has to be embodied. This is a small seed which can be made into a huge tree if given the right help.
Haryana Industries and Commerce Minister Mr. Rao Narbir Singh, Minister of State for Youth Empowerment and Entrepreneurship Mr. Gaurav Gautam and Gurugram MLA Mr. Mukesh Sharma were present on this occasion.
The Chief Minister said that the government is continuously working at a fast pace with the resolve to make the country developed by the year 2047. He said that today big and historic changes are being seen in the country. Under the leadership of Prime Minister Shri Narendra Modi, the country has taken a new direction of development and progress is clearly visible in every field.
Emphasis on funding and technical support
The Chief Minister, while welcoming the suggestions given by the startup founders, said that the ideas received on issues like Ease of Doing Business, Funding and Technical Support have been noted. He said, no matter how small the idea may be, if it has the courage, it does not take time to change the world.
The Chief Minister said that in the last 10 years, the number of startups in the country has increased from 500 to more than 2 lakh. Haryana has contributed in this, especially Gurugram and Manesar. There are now more than 9500 startups in Haryana and the state is at the seventh position in the country in this regard.
Haryana A. I. Mission, Research Fund and Fund of Funds Formation
The Chief Minister, while giving information about the major steps taken in the Budget 2025-26, said that the future belongs to Artificial Intelligence. With this in mind, the Haryana government has proposed to establish the Haryana A. I. Mission, for which the World Bank has assured Rs. 474 crore. Under this, one A. I. Hubs will be established, where 50 thousand youth will be trained in new technologies.
He said that with the aim of increasing research in colleges and universities, the Haryana State Research Fund has been established with an initial fund of Rs 20 crore. Along with this, a fund of funds of Rs 2000 crore has also been created.
The Chief Minister said that to encourage startups, financial assistance of Rs 10 lakh per startup and the Chief Minister Kaushal Samman Yojana have been started through HSIIDC. Haryana State Startup Policy-2022 is implemented in Haryana and recently 22 startups have been provided financial assistance of Rs 1 crore 14 lakh.
The Chief Minister said that now the startup culture will not be limited to big cities only. Entrepreneurship competitions will be organized in every district with the upcoming academic session, in which the selected teams will be given a financial assistance of Rs. 1 lakh by the government to convert their ideas into business models.
The Chief Minister said that considering Manesar being an industrial hub, incubation centres will be set up in all the industrial estates of HSIIDC, so that startups can be provided with workspace at affordable rates. HSIIDC has also identified land in three IMT areas for this.
The Chief Minister, echoing the Prime Minister's view, said that risk-taking has now become mainstream. Earlier, people were afraid of taking risks, but today not taking risks is considered the biggest risk.
The Chief Minister proudly said that more than 50 percent of startups in Haryana have at least one woman director and the government is committed to supporting women workers at every step.
He said that startups and young innovators working in different sectors of the country are the identity of New India. Be it the space sector or the defense sector, the youth of Haryana are making their strong presence felt in every sector.
The Chief Minister requested everyone to send their suggestions through chatbot within the next 8 to 10 days and to listen to them when the Budget 2026-27 is presented in the Vidhan Sabha.
He said that those whose suggestions will be included in the budget will be sent to a special meeting to watch the proceedings of the Vidhan Sabha, so that they can witness for themselves that the government has given respect to their suggestions.
On this occasion, Additional Chief Secretary, Higher Education Department, Cz Vineet Garg, Additional Chief Secretary, Civil Resources Information Department, Smt. G. Anupama, Principal Secretary, Youth Empowerment and Entrepreneurship Department, Mr. Rajiv Ranjan, Commissioner and Secretary, Industries and Commerce Department, Dr. Amit Kumar Agarwal, Director General, Industries and Commerce Department, Mr. Yash Garg and OSD to the Chief Minister, Dr. Raj Nehru were also present.
