Chandigarh, July 2:- Haryana Development and Panchayat Minister Shri Krishan Lal Panwar said that under 'VB Jiramji', Haryana State will pay the highest wage of Rs 409 per day in the entire country, which will now be received within 7 days instead of 15 days and if any employee is found negligent, then a penalty of Rs 10,000 will also be imposed on him, which was earlier only Rs 1,000. He said that to prevent manipulation, biometric attendance of workers will be mandatory at the workplace. He said that as soon as this scheme was launched, Prime Minister Shri Narendra Modi has sent Rs 590.19 crore to this scheme from the Central Government and about Rs 370 crore to the scheme from Haryana State under the leadership of Chief Minister Shri Naib Singh Saini.
Haryana Development and Panchayat Minister Shri Krishan Lal Panwar was speaking as the chief guest at the Haryana Rural Development Department's 'Vikasit Bharat Rozgar Aaj Aajeevika Mission' (VB Jiramji) state level program at the auditorium of Shri Krishna Ayush University in Kurukshetra on Thursday. He launched the 'VB Jiramji' scheme through an online system from the work of digging a pond in Shehzadpur village in Kurukshetra. Along with this, Union Minister Shri Shivraj Chouhan addressed this program through an online system. Minister Shri Krishan Lal Panwar said that yesterday, on July 1, the 'VB Jiramji' scheme has been started across India. This scheme is being started in the state of Haryana from a state level program organized in Dharam Nagari Kurukshetra. He said that the eligible laborer has to register online. After verification of registration, physical verification, employment will be provided within 15 days. 125 days of work will be provided throughout the year. If employment cannot be provided within 15 days, then Rs. 100 will be given. Under this scheme, the wages of the work will be paid directly to the beneficiary's bank account. The laborers will also be given 60 days of leave for harvesting and sowing the crop.
318 types of work can be done under 'VB Jiramji'
Development and Panchayat Minister Shri Krishan Lal Panwar said that the main objective of the 'VB Jiramji' scheme launched on July 1 is to provide employment to rural families, water conservation, development of natural resources, and strengthening rural infrastructure. This scheme includes water conservation and water security, rural development, agriculture and livelihood related work, climate change, adaptive and disaster management related work, animal husbandry, fisheries, storage, rural markets, skill development. There are 318 such works, which can be done under 'VB Jiramji'. The list of all the works has reached the department offices.
3 lakh women of the state have become Lakhpati Didi
Minister Shri Krishan Lal Panwar said that under this scheme, special focus has been placed on women. Money will be spent on training cum skill development centers for women and their work related works. There are about 70 thousand self-help groups in the state of Haryana. Chief Minister Shri Naib Singh Saini has set a target of making 5 lakh 'Lakhpati Didi' in the state. About 3 lakh Lakhpati Didi have become.
Congress party had opposed the bill in the House
Minister Shri Krishan Lal Panwar said that when the 'V.B. Jiramji' bill was brought in the Lok Sabha and Rajya Sabha, the first to oppose it was Congress. The Congress's thinking is to oppose for a good cause, while 'V.B. Jiramji' is not a new scheme. This is a scheme of the year 1960. From time to time, some good changes have been made in the scheme. Suggestion to include insurance of 2 lakhs, recruitment on vacant posts and maintenance of roads in the scheme was put before the Union Minister
Minister Shri Krishan Lal Panwar said that in the 2-day camp organized with Union Minister Shivraj Chauhan, there was a discussion about the 'V.B. Jiramji' scheme. During this, while suggesting to the Union Minister, he said that in this scheme, the work of 'Pradhan Mantri Sadak Yojana-4' should be linked with 'V.B. Jiramji'. Along with this, the budget for maintenance after road construction should be decided separately and that work will be done through this scheme. He said that 60 percent of the material payment is for labor. This part should be kept separate.
He said that the NGT ban on removing trees standing in the middle of the road should be abolished and under 'PM Awas Yojana' and 'Mukh Mantri Awas Yojana', after one installment comes, the second and third installments take a lot of time, due to which the house of the poor person remains suspended in the middle. He said that this installment should be released soon. Along with this, the vacant posts working under this scheme should be filled.
He said that there is a provision to give only Rs 25 thousand in case of death of a laborer during work. While extending this provision, an insurance of Rs 2 lakh should be made, so that the family can get financial help in case of such an accident. In Haryana state, under the 'Mukham Mantri Khetihar Kisan Mazdoor Yojana', the Marketing Board is providing assistance of Rs 5 lakh in the event of death.
