Chandigarh, March 25:- An important Memorandum of Understanding (MoU) has been signed between Haryana Right to Service Commission and Tripura Government for adoption and use of Auto Appeal System (AAS).
The spokesperson of the Commission said that the objective of this MoU is to ensure transparency, accountability and timeliness in service delivery. The Auto Appeal System (AAS) developed by Haryana Right to Service Commission is a technology-based system, which helps in providing better services to the citizens through automatic escalation of appeals.
He said that the Cabinet Secretariat of the Government of India has also recommended the adoption of this system by the states and Union Territories, so that the quality of services can be improved and the ease of doing business can be promoted. In this regard, the Tripura Government has shown interest in adopting this system.
The spokesperson further said that as per the agreement, the ownership of AAS will remain with the Haryana Right to Service Commission and the Tripura Government has been given limited, non-exclusive and non-transferable rights to use it. This system will be used only for the purpose of government and public service delivery.
He clarified that this system will not be used for any commercial purpose and will not be shared with any third party without prior permission. It will be mandatory for the Tripura Government to give proper credit to the Haryana Right to Service Commission as the source while using the system.
The spokesperson said that this system will be made available to the Tripura Government free of cost in the spirit of cooperative federalism. Also, the Haryana Right to Service Commission will also provide technical guidance and consultation as required, however, no financial or operational liability related to its implementation will be borne by the Commission.
He also said that both the parties will maintain the confidentiality of technical and administrative information shared under this agreement. This agreement will be effective for a period of five years, which can be extended further by mutual consent. In case of any dispute, the solution will be done through mutual consultation and if necessary, the matter will come under the jurisdiction of the courts of Chandigarh/Panchkula.
