Chandigarh, June 2:- Chief Minister Shri Naib Singh Saini said that by making fundamental changes in the system of all cooperative sugar mills of Haryana, it should be ensured that they are brought out of loss and into profit in the next one year. For this, the higher officials should thoroughly review the condition of each mill and remove all the shortcomings.
Chief Minister Shri Naib Singh Saini gave these instructions while leading a review meeting of the roadmap and action plan of the Cooperation Department for the next 5 years under Haryana Vision-2047 at the Haryana Civil Secretariat on Tuesday. He said that he will review the action plan of the department again after three months.
The Chief Minister said that the interests of farmers are linked with the cooperative sugar mills of Haryana, therefore it is very important that they are in a profitable position. He said that when private sugar mills in Haryana are running in a profitable situation, then why are cooperative sugar mills running in a loss. The government has given assistance of Rs. 632 crore to sugar mills this year. He asked the Principal Secretary of the Cooperation Department, Mr. Pankaj Yadav, to thoroughly analyze the functioning and human resources of the Cooperation Department and completely revamp the department. He gave strict instructions that strict action should be taken against the idle officers and employees sitting in the cooperative sugar mills. He also gave comprehensive instructions regarding updating the mills from time to time and setting up ethanol plants. Shri Naib Singh Saini said that the objective of setting up compressed biogas plants in all the cooperative mills by the next financial year should also be fulfilled. The officials said that there is a shortage of skilled workers in the cooperative mills, as education related to many tasks is done only in Pune or Kanpur. On this, the Chief Minister said that to provide skilled youth to the sugar mills, related courses will be started in ITI. He expressed satisfaction over the reduced waiting time of the farmers who came to sell sugarcane.
The Chief Minister said that in view of the future needs, an action plan should also be prepared to increase milk production in the state. For this, he directed to form new dairy cooperative societies. He said that women of self-help groups in rural areas should be given panchayat land on lease to start dairy and grow green fodder. For this, he asked to prepare a joint action plan of the Panchayat Department, Animal Husbandry Department and Cooperation Department. He also directed to make a comprehensive plan for the proper availability of green and dry fodder for livestock in the state in the future.
Shri Naib Singh Saini directed to computerize 100 percent PAX in Harco Bank and inquired about the accounts of women in cooperative banks. Officials said that there are 15 thousand accounts in cooperative banks under the Pradhan Mantri Jan Dhan Yojana, which have annual targets to increase. Credit facility has been provided to women of self-help groups and joint liability groups and a target of disbursing loans of Rs 145 crore has been set. The Chief Minister, while reviewing the works of the Labour and Construction Federation, directed that instead of giving more loans to a few societies, loans should be made available to as many societies as possible so that more people can get benefits. For this, the rules should be made flexible. Officials said that at present, works worth Rs 2000 crore are being done through 3000 societies. He said that a plan should be made to achieve the targets in coordination with other concerned departments. During the review of the Cooperative Agriculture and Rural Development Bank, the Chief Minister directed to increase the loan disbursal from Rs 130 crore to Rs 300 crore and to bring at least 100 PAXs into profit this year.
Officials said that through Haryana Cooperative Housing Federation, a loan of Rs 12.50 lakh per family is made available for the construction of houses for EWS category families in urban areas. On this, the concerned family has to pay 7 percent simple interest. The Chief Minister said that to provide relief to such families of low income category, the interest rate should be reduced from 7 percent to 4 percent.
Apart from these, the Chief Minister also reviewed the works and future plans of other institutions under the Cooperative Department including Harcofed, Hafed and Registrar Cooperative Societies and gave detailed guidelines to the officials regarding their rejuvenation in the next 5 years.
On this occasion, Chief Secretary Anurag Rastogi, Principal Secretary to the Chief Minister Shri Arun Kumar Gupta, Principal Secretary of the Cooperation Department Pankaj Yadav, Principal Secretary of the Department of Future Mrs. Amneet P Kumar, OSD to the Chief Minister and Director General of the Swaran Jayanti Haryana Institute of Financial Management Dr. Raj Nehru and Deputy Principal Secretary to the Chief Minister Shri Yashpal Yadav along with other officials were also present.
