Nilokheri/Karnal, September 5: In the administrative service, dedication to duty is far more important than the position held or the authority exercised. The message of *Karma* (action) delivered by Lord Krishna in the Bhagavad Gita teaches officers and public servants to rise above personal gain and praise, and to discharge their responsibilities with complete honesty, impartiality, and a spirit of public service. Dr. Virendra Singh Chauhan, Director of the Haryana Institute of Rural Development, stated this while addressing the officers. Dr. Chauhan also extended his heartfelt greetings to the people of the state and the country on the occasion of Shri Krishna Janmashtami.
He remarked that Lord Krishna's message is not limited merely to the discharge of duty but also inspires one to make prudent decisions during difficult situations. No matter how challenging the circumstances, an officer must rise above personal emotions and pressures to make decisions with a calm mind. In administration, the right decision is one that aligns with the rules while also keeping the broader public interest in mind.
Dr. Virendra Singh Chauhan stated that the better administrative officers understand ground-level realities, the more effectively they can contribute to the implementation of policies and schemes. He noted that the objective of training is not just to impart information but also to connect officers with real-world conditions.
Dr. Chauhan emphasized that the impact of government schemes should be visible in the lives of ordinary citizens, extending beyond mere paperwork and reports. To achieve this, it is essential for officers to develop the ability to understand local conditions, identify the needs of beneficiaries, and align administrative processes with the public interest. While extending his best wishes to the trainees, he urged them to effectively utilize the knowledge and experience gained during the training in their respective fields of work.
During the training, participants received information from experts on various topics related to administration and rural development. A key component of the program was an exposure visit to Bhadso village, where trainees interacted with villagers and gathered information about various central government schemes. The participants also gained a close understanding of the ground-level implementation of rural development initiatives, including the Pradhan Mantri Gramin Awas Yojana. During this period, they had the opportunity to understand how the implementation of schemes moves beyond paperwork to actually reach the intended beneficiaries.
Dr. Wazir Singh, the program coordinator and an Assistant Professor at the institute, explained that the training incorporated practical activities alongside classroom sessions, enabling participants to grasp administrative subjects within the context of real-world scenarios. He noted that the exposure visit allowed trainees to witness firsthand the needs and challenges of rural areas, as well as the impact of government schemes.
At the conclusion of the training, Roshan Kumar Mishra from the Institute of Secretariat Training and Management (ISTM), New Delhi, emphasized to the participants that continuous learning is vital in administrative services. He stated that officers should cultivate practical experience, a sensitive approach, and an effective work style to align with evolving administrative requirements.
Throughout the five-day program, participants actively engaged in various sessions and shared their experiences and insights. The trainees appreciated the training facilities and practical activities provided by the institute.
