SAS Nagar (Mohali):- A major conspiracy involving the Panchayat Department, Local Government Department, and Municipal Council Kharar to grant undue financial benefits worth crores of rupees to a private builder (Shree Shyam Builder) has come to light. Aggressive efforts are underway to forcibly include a selected portion of Daun village into the municipal limits of Kharar, bypassing GMADA and rural planning regulations. Taking undue advantage of the current dissolution of the Kharar Municipal Council, the Executive Officer (EO) Kharar and the Director of the Local Government Department—in alleged connivance with political figures and the land mafia—are actively pushing to finalize this deal. Reports of multi-crore bribery and financial transactions have surfaced previously and continue to surround this matter.
Key Facts Based on Official Records:
 * Role of Director Panchayat Uma Shankar Gupta: Opposing the move, the village residents and the Gram Panchayat passed a resolution on 18.08.2025 revoking the prior resolution. However, the then Director of Rural Development & Panchayats Punjab, Uma Shankar Gupta (IAS), dismissed the Panchayat’s counter-resolution as illegal and validated the earlier resolution (dated 14.05.2025) to facilitate the builder, paving the way for corruption.
 * Bypassing GMADA Regulations: Because the builder's land area was under 25 acres, the housing project could not be sanctioned under the Mohali Master Plan and GMADA regulations. To generate private profits for the builder, specific khasra numbers of Daun village (10//7/2, 8, 9, 10, 12, 13, 14/1/1, 9//23, 10//3/1, 4/3/1, 1, 2, 3/2) were selectively targeted for inclusion under the Kharar Municipal Council.
 * Violation of Supreme Court Directives: The Local Government Department’s own official correspondence acknowledges that, pursuant to Supreme Court orders, an entire revenue estate (hadbast) must be included rather than picking a fragmented parcel of a village. Despite this, officials have violated established norms to selectively incorporate only the builder's land.
 * Exploitation of Dissolved Council and Bureaucratic Nexus: Formal written objections were submitted by municipal councillors (Ward Nos. 2, 19, 20, and 23) during council meetings. Taking advantage of the council's current dissolved status, the EO Kharar and Director Local Government are fast-tracking the clearance of this file under political pressure and nexus with the land mafia.
This represents a blatant abuse of official authority to benefit the land mafia at the expense of public interest. A formal demand is made to the Punjab Government, the Chief Minister of Punjab, and the Vigilance Bureau to immediately halt and annul the process of merging Daun village land into the Kharar Municipal Council, and to initiate a high-level Vigilance inquiry into the nexus between Director Panchayat Uma Shankar Gupta, EO Kharar, Director Local Government, and the builder.
