Karnal, September 12:- Municipal Commissioner Saloni Sharma has adopted a strict stance over the slow pace of dairy construction and shifting on the plots allotted at the Pingli Dairy Complex. She issued clear instructions to the concerned officials that there would now be no laxity at any level in the work of shifting dairies. Illegal dairies operating in the city should be identified as per the prescribed action plan and necessary action, including sealing as per rules, should be initiated soon.
The Municipal Commissioner held a meeting with the concerned officials to review the progress of shifting dairies at the Pingli Dairy Complex. During the meeting, she not only took stock of the status of construction of the pending dairies in the complex but also sought detailed information about the action being taken against illegal dairies operating in the city.
137 of 231 Plots Allotted, 63 Dairies Shifted
At the meeting, Joint Commissioner Daljit Singh informed that there are a total of 231 plots at the Pingli Dairy Complex. Of these, 137 plots have already been allotted through a draw. So far, 63 dairies have been shifted to the complex, while 74 dairy operators have not yet shifted their dairies. He informed that out of these 74 cases, 31 operators have already laid the foundation on their plots and soil filling has also been completed.
Immediate Notices to 74 Operators, Orders to Expedite Construction
The Municipal Commissioner directed that immediate notices be issued to all 74 pending dairy operators and that they be instructed to complete the construction of their dairies at the earliest and ensure their shifting to the complex. She clearly instructed the officials that issuing notices should not remain a mere formality, but each case should be monitored within a fixed timeframe. Action as per rules should be taken against operators who fail to complete construction and shifting of their dairies within the stipulated time.
Time-Bound Action Against Illegal Dairies in the City
The Municipal Commissioner also issued strict instructions regarding illegal dairies operating in the city. She said that dairy operators who have already been allotted plots at the Pingli Dairy Complex but are still illegally operating dairies in the city should be identified and sealing action should be initiated according to the schedule. She directed the officials to keep the list prepared regarding illegal dairies updated and regularly review the progress of the action being taken.
Action Plan to be Prepared with Branch-Wise Responsibilities
Expressing displeasure over the lackadaisical approach of the officials, she said that all concerned branches should work in coordination on the important task of dairy shifting. She directed that a phase-wise action plan be prepared and branch-wise responsibilities be assigned. The Land, Sanitation, Building and Engineering branches were assigned clear responsibilities for their respective tasks, with instructions to ensure monitoring of dairy sealing, shifting, demarcation of plots, drawings and development works.
Instructions to Complete Demarcation of Both Phases Within One Week
She directed that the demarcation work of both phases of the Dairy Complex be completed within one week. She said that no delay in the demarcation-related work would be tolerated. She instructed the officials that a meeting would be held again after one week to review the action taken by each officer and the concerned branch. All officials were directed to complete the action within the stipulated timeframe and submit a report.
Remaining Plots to be Sold Through E-Auction
The Municipal Commissioner directed the Land Superintendent to ensure the early sale of the remaining plots in the Dairy Complex through the e-auction portal. She said that there should be no unnecessary delay in the process of sale and allotment of plots.
Recovery of Rs. 3.50 Crore from Those Who Failed to Construct Dairies
At the meeting, the Municipal Commissioner informed that the Municipal Corporation has recovered approximately Rs. 3.50 crore from operators who took plots in the Dairy Complex but did not construct dairies. She said that the allotted plots would be ensured to be used for their prescribed purpose and the process of shifting dairies would now be taken forward with full seriousness and within a fixed timeframe.
All Basic Facilities, Including Boundary Wall, to Remain in Proper Condition
She directed the Assistant Engineer to get the work of the boundary wall of the Dairy Complex completed at the earliest. She said that the basic facilities required by dairy operators in the complex should remain in good condition. For this, arrangements such as roads, street lights, water supply, sewerage and drainage of rainwater should be regularly monitored and wherever any deficiency is found, it should be rectified on priority.
Accountability to be Fixed in Case of Negligence in Compliance with Directions
The Municipal Commissioner directed the officials that the shifting of dairies at the Pingli Dairy Complex, action against illegal dairies and development works in the complex should all be completed with separate time-bound targets. She made it clear that delay, negligence or a lackadaisical approach in the action would not be tolerated at any level. All concerned officials should take responsibility for their respective tasks and ensure action within the stipulated timeframe.
Joint Commissioner Daljit Singh, Assistant Engineer Manjeet Rathi, Land Superintendent Manoj Maan, Assistant Pradeep Sharma and Kanungo were present at the meeting.
