Panchkula, July 29:- Haryana Chief Minister Shri Nayab Singh Saini said that the present state government has brought comprehensive reforms in the recruitment system, which had been continuing for years in the state. As a result, today the youth are getting government jobs on the basis of their hard work, merit and talent without any “parchi” (recommendation slip) or “kharchi” (bribe). The Chief Minister made it clear that in Haryana, neither recommendations nor corruption will work; only merit-based recruitment will be carried out.
The Chief Minister said that during the 2024 Assembly elections, the government had promised in its Sankalp Patra to provide government jobs to 2 lakh youth of the state. Expressing happiness, he said that in the last one and a half years, 42,500 youth have already been provided government jobs. He added that during the nearly 11.5-year tenure of the present government, around 2 lakh youth have received government employment with complete transparency and on the basis of merit.
The Chief Minister was addressing the orientation programme organized for newly selected Group-D employees at Tau Devi Lal Stadium, Panchkula, as the chief guest. On this occasion, he extended greetings and best wishes to the people of the state on the auspicious occasion of Guru Purnima.
During the programme, the Chief Minister symbolically handed over appointment letters to six newly selected Group-D employees. He said that these appointment letters are a recognition of their hard work, the result of their parents’ dedication, and a victory of their faith in an honest recruitment system. He congratulated all 3,586 youth who secured government jobs through their hard work and talent.
The Chief Minister said that there was a time when the name of government jobs in Haryana created anxiety among ordinary families. Jobs were considered to be controlled by certain families, regions and people connected with power. Merit was ignored, while recommendations, corruption, nepotism and regionalism dominated the system. He said that this system not only deprived youth of opportunities but also broke the trust of parents and insulted Haryana’s talent.
He said that after assuming power, the government had made it clear that the future of Haryana’s youth would not be decided by a recommendation slip in any leader’s pocket, but by their hard work, ability and talent. Today, government jobs are not limited to any particular region, and equal employment opportunities are being provided to youth from every part of the state. As a result, the confidence of the youth in the government has increased.
Interacting directly with the newly appointed employees, the Chief Minister said that they are not just Group-D employees but a part of the delivery team of good governance. He said that along with being government employees, they also have the responsibility of public service. He urged them to think about the poorest and weakest sections of society while taking decisions and ensure that people visiting government offices are treated with respect and do not have to make repeated visits.
He said that rules are meant to help citizens and not to trouble them. He expressed confidence that those who entered government service without any recommendation or corruption would also maintain honesty and transparency in the system.
Targeting opposition parties, the Chief Minister said that everyone is aware of how youth were earlier exploited through contractors. He said that his government understood the problems of the youth and, to protect them from exploitation, not only established institutions but also enacted laws to safeguard their future.
The Chief Minister said that the Foreign Cooperation Department has been created to provide opportunities for education and employment abroad. Through this initiative, 210 youth from Haryana have been sent to Dubai, while 390 youth have been sent to Israel in two phases. He added that efforts are underway to send youth to countries like Japan, Oman, Germany and Canada. He said that strict laws have been made to protect youth from illegal agents and prevent the use of dangerous “dunki routes”.
Shri Nayab Singh Saini said that for his government, the purity of examination and recruitment processes is not merely an administrative issue but a matter concerning the future and trust of the youth. Referring to allegations of irregularities in the NEET-UG examination, he said that the Central Government under the leadership of Prime Minister Shri Narendra Modi did not suppress the issue but conducted a detailed investigation. He said that a high-level expert committee was formed to suggest reforms in the examination system and the process of national-level examination reforms has been initiated.
He said that through the Public Examination Act, 2026, strict provisions are being introduced, including imprisonment of up to 10 years and a minimum fine of Rs. 10 crore for organized examination-related crimes. He added that fast-track courts will be established for quick disposal of paper leak cases and strict punishment for the guilty. He said that the message of Prime Minister Narendra Modi is clear — the hard work of sincere students will not be allowed to be harmed by any examination mafia.
Taking a dig at opposition parties over protests in Delhi, the Chief Minister alleged that attempts were being made to mislead youth and push them in the wrong direction. He said that the Congress party and its allies have a history of exploiting youth, and Haryana and Punjab are examples of this. He alleged that the present Punjab government is playing with the future of youth.
Earlier, addressing the gathering, Haryana Chief Secretary Shri Anurag Rastogi congratulated all Group-D candidates for becoming a part of the Haryana government family and wished them a bright future. He said that the recruitment process not only confirms their capability but also reflects the state government’s commitment towards fair, transparent and merit-based recruitment.
He urged the newly appointed employees to perform their duties with complete dedication, honesty and a spirit of service.
While presenting the vote of thanks, Commissioner and Secretary of the Human Resource Department Shri P.C. Meena thanked Chief Minister Shri Nayab Singh Saini for guiding the newly appointed Group-D employees. He said that the Chief Minister’s message would continue to inspire employees to work with honesty, dedication and commitment towards public service.
He said that the programme was not only about distributing appointment letters but also reflected the public’s strong faith in Haryana Government’s transparent, fair and merit-based recruitment system. He expressed confidence that all employees would give priority to public service and contribute to the progress of Haryana.
