Chandigarh, December 10:- The Haryana Government has made a significant amendment in the Policy for Appointment of Contract Employees, 2022. Under this amendment, contractual employment will be provided on compassionate grounds to the kin of Haryana citizens killed in the 1984 anti-Sikh riots.
A notification in this regard has been issued by Chief Secretary Shri Anurag Rastogi.
As per the amendment provisions, notwithstanding the existing definition of family in the relevant government rules, an existing member of the family of a person killed in the 1984 anti-Sikh riots shall be eligible for contractual appointment through the Haryana Skilled Employment Corporation (HKRN) by unanimous vote. It will not matter whether the incident took place in Haryana or outside the state. Such appointment will be made as per the educational qualification norms prescribed by HKRN for the appropriate post under Level-1, Level-2 and Level-3.
The notification also provides that in future if all the posts are filled in the department where the concerned contract employee is posted, then such employee will be adjusted in any other department on receipt of demand (indent) for similar posts. If such demand is not available from any department, then HKRN will adjust the employee to a suitable post in its preferences.
This amendment has been issued as a partial amendment to the earlier notifications dated June 30, 2022, October 26, 2023 and May 13, 2025 and its objective is to further strengthen the policy's compassion and human structure.
All Administrative Secretaries, Heads of Departments, Managing Directors of Boards, Corporations and Public Enterprises, Chief Administrators and Chief Executive Officers, Divisional Commissioners, Deputy Commissioners, Sub-Divisional Officers (Civil), Universities and other concerned officers have been directed to take necessary action and ensure strict compliance of the revised policy.
