Chandigarh, February 9:- The Haryana Government has issued a clarification to ensure uniform interpretation of the terms Notional Vacancy and Notional Category under the former Model Online Transfer Policy, 2025 with the first online transfer campaign of the state.
According to a letter sent by Chief Secretary Mr. Anurag Rastogi to all Administrative Secretaries and Heads of Departments, it has been observed that different departments are interpreting the terms Notional Vacancy and Notional Category differently, which is creating difficulty in the implementation of the policy and also increasing the scope of legal dispute.
After reviewing this subject from the perspective of legal principles, policy objectives and administrative practicability, a uniform decision has been taken.
According to the clarification issued, the vacant posts existing before the notification of the transfer policy will neither be considered as notional vacancies nor will they be kept in the notional category during the first online transfer drive. However, the posts created between the date of notification and the date of eligibility will be considered as notional vacancies and notional category only as a one-time suggestion.
Apart from this, the posts created after the date of eligibility will not be included in the current transfer process. Such posts will be considered as notional vacancies and notional category only in the upcoming transfer drives.
The government has directed the National Informatics Centre to make necessary revisions in the Model Online Transfer Policy software so that any ongoing transfer drive of the first phase is not currently out of the rationalization stage and is brought back to the pre-rationalization stage.
These instructions have been asked to be conveyed to all concerned authorities immediately and to ensure strict compliance.
