Chandigarh, June 14:– Giving impetus to the efforts of digital transformation and administrative reforms in the revenue sector, the Haryana Government has launched a comprehensive capacity building programme for revenue officers across the state and has launched a special campaign for the disposal of pending demarcation cases. Along with this, preparations for the implementation of Paperless Registration 2.0 are in the final stages. This is a next-generation digital registration platform, which will significantly strengthen citizen services and administrative efficiency. To ensure a smooth transition, the migration from Paperless Registration 1.0 to 2.0 will be done in a phased manner district-wise, so that services continue without interruption and there is minimal inconvenience to the citizens.
Giving information in this regard, Dr. Financial Commissioner, Revenue and Disaster Management Department Sumita Mishra said that Paperless Registration 2.0 has been developed as an advanced digital framework, which aims to modernize the registration system with zero physical documentation. The platform will provide facilities like online application submission, document upload, Aadhaar based authentication, e-signature, online fee payment, real time verification, secure data storage and automated workflow management.
She said that this system will significantly reduce the need for citizens to visit government offices repeatedly, minimize manual intervention, enhance transparency and accountability and ensure prompt delivery of services. This initiative will help in strengthening administrative efficiency, promote ease of doing business and provide citizen-centric and seamless registration experience.
He said that for the smooth implementation of this new system, the department has prepared detailed Standard Operating Procedures (SOPs) and user manuals related to all the operational modules. Currently, a training programme is being conducted for revenue officers and field staff through video conferencing in all the districts of the state.
In addition, master trainers have been identified in each district and trained, who will support the officers and staff in adopting the new digital processes. Senior officials said that this training programme is likely to be completed within a week, which will create a strong foundation at the ground level for the successful implementation of Paperless Registration 2.0 and other digital revenue reforms.
Dr. Mishra said that strengthening the digital capabilities of Patwaris, Kanungos and other revenue staff is very important for uniform implementation of the reforms and removal of procedural bottlenecks at the field level.
Meanwhile, the department has launched a 10-day special campaign in all districts for disposal of pending boundary cases. The campaign aims to provide time-bound services to citizens, improve service delivery standards and reduce the pendency of land-related disputes and applications.
Under the campaign, district administrations have been directed to expedite the disposal of pending cases and regularly monitor the progress. In a significant administrative decision, the department has also decided that boundary applications which have been approved but the prescribed fee has not been deposited within 15 days will be automatically rejected. Officials said that this move will help in removing dormant cases from the system, increasing efficiency and focusing administrative resources on genuine and active applications.
