Chandigarh, September 11:- Haryana Chief Minister Shri Nayab Singh Saini said that with the objective of taking Prime Minister Shri Narendra Modi’s 25-year journey of public life, public service, good governance and nation-building to every household, the ‘Seva Sankalp Abhiyan’ will be conducted across the state from September 17 to October 17, 2026. The campaign will not merely be a series of programmes, but a comprehensive public campaign to express commitment to the Prime Minister’s resolve for service, take information about his welfare-oriented work to every family and ensure citizens’ participation in building a developed India.
The Chief Minister gave detailed information about the preparations, programmes and objectives of the campaign at a press conference held in Panchkula. Chief Minister’s Media Advisers Rajiv Jaitly and Praveen Atre and BJP District President Ajay Mittal were also present on the occasion.
The Chief Minister said that on October 7, 2026, the 25th anniversary of the historic journey of public service and service to the nation through governance by the Karmayogi, visionary and successful Prime Minister Shri Narendra Modi Ji will be completed. He paid his respects to the Prime Minister for his extraordinary, uninterrupted and dedicated service to the nation for 25 continuous years. His 25-year tenure as Chief Minister and Prime Minister is an inspiring chapter of service, good governance, resolve and nation-building. He said that the development journey that began with the reconstruction of Gujarat on October 7, 2001, has today taken the shape of the grand resolve of a developed and self-reliant India. This 25-year journey is not the journey of one individual, but the journey of India’s growing self-confidence. The greatest feature of the Prime Minister’s journey is that he has made power a means of service rather than a means of comfort. He has changed the work culture of politics and proved that if the intention of leadership is clear, policy is explicit and resolve is strong, extraordinary transformation can be brought into the lives of ordinary citizens.
Prime Minister’s Special Attachment to Haryana: Projects Worth Rs 86,000 Crore Gifted to the State
Chief Minister Shri Nayab Singh Saini said that Haryana has been the karmabhoomi of Shri Narendra Modi. Therefore, he has a special attachment to Haryana. As Prime Minister, he has visited Haryana 18 times. During this period, he has gifted projects worth Rs 86,000 crore to Haryana. In addition, over the past 12 years, Haryana has also received more than Rs 7 lakh crore through various schemes of the Central Government.
He said that the major projects gifted by the Prime Minister to Haryana include the Western Dedicated Freight Corridor, Rail Coach Repair Factory, KMP Expressway, KGP Expressway, Ballabhgarh-Mujesar, Mundka-Bahadurgarh, Gurugram-Sikanderpur, Faridabad-Ballabhgarh Metro Link, elevated railway tracks in Rohtak and Kurukshetra, Rohtak-Meham-Hansi railway line, Rithala-Kundli Metro Corridor and the National Cancer Institute on the AIIMS campus at Jhajjar, as well as AIIMS at Rewari. Not only this, recently he also launched the country’s first hydrogen train on the Jind-Sonipat railway route.
‘Seva Sankalp Abhiyan’ to Begin on September 17: A Mega Campaign of Service, Values and Public Participation
The Chief Minister said that the ‘Seva Sankalp Abhiyan’ will begin on September 17, the Prime Minister’s birthday, with ‘Seva Diwas’. Blood donation camps will be organised on this day and the ‘Aashirwad Ka Diya’ programme will be held in the evening. He appealed to every family in Haryana to light the ‘Aashirwad Ka Diya’ at their homes at 7 PM on September 17. When the lamp of service and resolve is lit in every home, the entire Haryana will glow with a feeling of affection and gratitude towards the Prime Minister.
He said that between September 17 and October 7, painting and speech competitions will be organised in all schools. Similarly, the Prime Minister’s 25-year journey of transformation will be taken to every village on October 2 through street plays, music, conversations and emotional performances. He said that the welfare schemes launched by the Prime Minister have brought transformation to the lives of crores of families. Their stories often do not come to the forefront. During this period, such untold stories will be brought before society. From September 25 to October 7, ‘Aangan Milan Seva’ programmes will be organised. Mothers and children will actively participate in these programmes. The contribution of Anganwadi and ASHA workers will be honoured during these programmes. Similarly, ‘True Transformation Stories of 25 Lakh Citizens of the Country’ will be brought before the general public. He said that foot marches and bike rallies will also be organised in villages and districts from different directions.
Every Citizen Will Contribute at Least 25 Minutes to Society
The Chief Minister said that the Prime Minister believes that a developed India will not be built only through government efforts, but through the contribution of every citizen. An initiative will be undertaken in this spirit. It will ensure that every citizen contributes at least 25 minutes to society. Someone may donate blood, someone may plant a sapling, someone may conduct a cleanliness drive, someone may teach digital technology to senior citizens and someone may teach underprivileged children. Awareness about de-addiction, road safety, water conservation, cyber security, women’s health and organ donation can also become a medium of service.
The Chief Minister said that special service journeys will be taken out from the Prime Minister’s birthplace Vadnagar to his present karmabhoomi Varanasi and from Varanasi to Vadnagar. These journeys will pass through around 10 states through 20 different groups and routes. He said that camps will be organised at the block level in every Assembly constituency. Information about and benefits of Central and State Government schemes will be made available at one place there. He said that India’s art, culture and the dream of a developed India will be presented simultaneously. During this period, rangolis will be created by groups of people at prominent public places across the state.
Youth and Innovators to Get a National Platform
Shri Nayab Singh Saini said that under the Innovation Challenge programme, a platform will be provided to youth, students, startups, professionals and grassroots innovators. The innovators selected from here will be sent to a national-level programme. Their innovations will be demonstrated and showcased live there, a youth dialogue will be organised and the best innovations will be honoured.
The Chief Minister said that the grand conclusion of the Seva Sankalp Abhiyan will be held on October 17. Around 1.25 lakh sarpanches and other public representatives from across the country will participate in it. Thousands of representatives from Haryana will also participate. He said that 25 years have been completed, but this is not a pause - it is the next beginning of the resolve for a developed India. The Chief Minister appealed to all citizens of Haryana to participate enthusiastically in this campaign and express their commitment to Prime Minister Shri Narendra Modi’s 25 years of service.
25 Years Not of Power, But of Service; Not of Politics, But of National Policy
The Chief Minister said that following the mantra of ‘Jan Seva Se Rashtra Seva’, the Prime Minister has taken every resolve he made to its fulfilment. Today, under his leadership, India has emerged at the global level not merely as a nation that puts forward its own position, but as a ‘Vishwamitra’ that shows the world the way. This transformation is the result of his visionary, decisive and nation-oriented leadership. His guiding principle of ‘Sabka Saath, Sabka Vikas, Sabka Vishwas and Sabka Prayas’ has become a national policy of Antyodaya and inclusive development. He said that the ‘Seva Sankalp Abhiyan’ will be conducted across the state from September 17 to October 17 to express commitment to the Prime Minister’s penance, sacrifice and dedication and to take his message of service to every household.
From Gujarat to the Nation: An Inspirational Journey of Development and Good Governance
The Chief Minister said that while serving as the Chief Minister of Gujarat, Prime Minister Shri Narendra Modi worked to bring water to every household through the Narmada Project. Through the Jyoti Gram Yojana, he brought electricity to every village and through Vibrant Gujarat, transformed the state into a major centre of investment and industry. Gujarat’s growth rate and the administrative model adopted there became an example of competitive development for other states of the country. He not only developed the cities of Gujarat but also connected villages with the mainstream of development. He took the same model of development and good governance established in Gujarat forward at the national level after 2014. The Chief Minister said that positions changed, responsibilities increased and circumstances changed, but one resolve never changed - Nation First.
India’s Rise from ‘Fragile Five’ to One of the World’s Leading Economies
Chief Minister Shri Nayab Singh Saini said that before 2014, there was an atmosphere of disappointment in the country. The government was unable to take decisions and policies remained stalled. The world counted India among the ‘Fragile Five’ economies. Today, the same India is among the world’s fastest-growing major economies. This transformation did not happen on its own. Behind it are the Prime Minister’s clear vision, decisive leadership and unwavering faith in the efforts of 140 crore Indians.
The Chief Minister said that today, an Indian citizen living in any corner of the world proudly says that he or she is a citizen of India. Earlier, our citizens abroad had to explain their identity; today, the world respects the Indian passport. This is the result of India’s growing global standing under the leadership of the Prime Minister.
Decisive Policy on National Security: Strong Action Against Terrorism and Naxalism
The Chief Minister said that there was a time when incidents of terrorism took place and governments would merely issue statements. There was a fear of terrorism in the minds of ordinary citizens. Under the leadership of Prime Minister Shri Narendra Modi, India has made it clear that there will be no compromise with the country’s security and sovereignty. He said that our external and internal security has been strengthened. Decisive action has been taken towards eliminating Naxalism from its roots. At one time, more than 200 districts were considered affected by Naxalism. Today, these districts, free from Naxal influence, are moving ahead on the path of peace and development.
Shri Nayab Singh Saini said that in 2016, the Indian Army responded to the Uri attack by conducting a surgical strike across the Line of Control. In 2019, after Pulwama, India carried out an air strike in Balakot and conveyed the message that India’s policy was no longer merely one of tolerance, but of a decisive response. Recently, through ‘Operation Sindoor’, India once again proved that its policy against terrorism is clear, decisive and unwavering.
Revival of Heritage and Culture Alongside Development
The Chief Minister said that under the Prime Minister’s leadership, India has learned to take pride in its culture and heritage along with development. The construction of the grand and divine Shri Ram Temple, the transformation of Kashi Vishwanath Dham, the development of Somnath pilgrimage site and the construction of Mahakal Lok are symbols of the revival of India’s cultural consciousness. Today, India is demonstrating its strength in space as well as taking pride in its thousands of years-old civilisation.
The Chief Minister said that we are proud that India has now joined the major powers of the world. There was a time when India sought technology from the world. Today, in accordance with the Prime Minister’s visionary outlook, the country is not only manufacturing missiles on the strength of its advanced technology, but is also completing missions such as Surya Yaan, Chandrayaan and Mangalyaan. During ‘Operation Sindoor’ too, the world witnessed the strength of India’s indigenous technology and weapons.
Welfare of the Poor: A 25-Year Journey, Bringing Change to Crores of Lives
The Chief Minister said that this 25-year journey is not a journey of calendar pages, but a journey of change in the lives of crores of Indians. The Prime Minister placed the poor person, whose voice had never reached the corridors of power, at the centre of government schemes. It is the result of his leadership and approach towards the welfare of the poor that nearly 25 crore citizens have come out of the poverty line.
He said that by providing free ration to nearly 80 crore people, it has been ensured that no poor family has to go hungry. More than 100 crore citizens of the country have been connected with various social security schemes. Nearly 12 crore toilets have been constructed, providing sanitation, security and dignity to poor families, especially mothers and sisters. More than 4 crore permanent houses have been constructed for the poor. These are a guarantee of the poor person’s self-respect, security and better future. During the global pandemic like coronavirus, when major systems were faltering, India under the leadership of the Prime Minister carried out the unprecedented task of providing nearly 200 crore free vaccine doses to its citizens.
Youth Power, Startups and Sports: Young People Becoming Job Givers, Not Job Seekers
The Chief Minister said that before 2014, the youth of the country was struggling with a lack of opportunities and disappointment. Prime Minister Ji connected youth power with hope, innovation, self-reliance and entrepreneurship. Due to Startup India, India has today become the world’s third-largest startup ecosystem. Our youth are now not merely job seekers, but are emerging as ‘job givers’ by creating employment through startups and unicorns. In addition, under the Nasha Mukt Bharat Abhiyan, more than 10 crore youth have been made aware against drug abuse. Make in India has provided new opportunities to youth in manufacturing and innovation. Khelo India and Fit India have turned sports into a mass movement and created a strong platform for talented sportspersons to move forward.
The Chief Minister said that while speaking on his confidence motion in Parliament on May 28, 1996, Bharat Ratna Atal Bihari Vajpayee Ji had said, “This country will remain, and the democracy of this country will remain immortal.” The 25 years of public service of Prime Minister Shri Narendra Modi are also an extension of this spirit, where the nation has always remained above the politics of power. In a democracy, the greatest achievement is not remaining in office, but continuously earning the trust of the people.
Women’s Empowerment: From ‘Women-Led Development’ to Economic Self-Reliance
The Chief Minister said that earlier there was only talk of women’s empowerment, but nothing was done at the grassroots level. Prime Minister Shri Narendra Modi gave the mantra of ‘Women-Led Development’. The journey that began with ‘Beti Bachao-Beti Padhao’ has today reached the economic self-reliance of women through 3 crore Lakhpati Didis. Through the Nari Shakti Vandan Act, a historic decision has been taken to ensure women’s participation in the Lok Sabha and Legislative Assemblies. Under the leadership of the Prime Minister, the Central Government declared the practice of triple talaq a criminal offence, giving Muslim women the right to justice and dignity. Taking this thinking forward, Uttarakhand, governed by a double-engine government, implemented the Uniform Civil Code and set an example in the country that every woman, irrespective of her religion or community, should have equal rights.
He said that under the ‘Pradhan Mantri Matru Vandana Yojana’, more than 7 crore 30 lakh pregnant women and lactating mothers have been distributed more than Rs 20,000 crore. Through the Pradhan Mantri Jan Dhan Yojana, bank accounts have been opened for more than 32 crore women, enabling government subsidies to reach beneficiaries directly in their bank accounts. Under the Sukanya Samriddhi Yojana, more than 4 crore 50 lakh accounts have been opened, leading to significant improvement in the sex ratio and higher education. Of the more than 3 lakh recognised startups in the country, 48 percent are led by women. More than 92 lakh self-help groups have been formed in the country. Under the PM MUDRA Yojana, loans amounting to Rs 17 lakh crore have been provided to women.
Farmers’ Welfare: Resolve to Make Agriculture Modern, Prosperous and Profitable
The Chief Minister said that historic changes have also taken place in the agriculture sector. Efforts have been made to make agriculture more profitable through agricultural infrastructure, irrigation, natural farming and modern technology. Farmers are being provided annual assistance of Rs 6,000 directly into their bank accounts under the Pradhan Mantri Kisan Samman Nidhi Yojana. So far, Rs 4 lakh 50 thousand crore has been provided under Kisan Samman Nidhi. Under the PM Fasal Bima Yojana, 4 crore 20 lakh farmers have benefited. Crop sales worth more than Rs 5 lakh crore have taken place on the e-NAM (E-NAM) platform, with 1,656 mandis and more than 1 crore 80 lakh farmers directly connected to it.
He said that nearly 8 crore farmers in the country are getting easy and reliable loan facilities through Kisan Credit Cards. With Shree Anna receiving global recognition, India has, for the first time, joined the world’s top 10 countries in agricultural exports. Under the PM Matsya Sampada Yojana, fish production in the country has doubled from 95 lakh tonnes in 2014-15 to nearly 2 crore tonnes now.
