Special Intensive Verification Campaign in Bihar - Appeal to remaining voters to fill count forms and provide necessary documents by July 25.

Chandigarh, July 19 - Under the Special Intensive Revision (SIR) campaign in Bihar, count sheets have been received from 6,99,92,926 voters (88.65%) out of a total of 7,89,69,844 voters as on June 24, 2025. In view of the Election Commission of India's press release dated 16.07.2025, only 6.85% (54,07,483) voters are left in the Special Intensive Verification Campaign, from whom count forms are to be received within the next 9 days, i.e. by July 25, 2025. It is possible that many of these voters are temporarily residing outside Bihar and can fill the enumeration forms online and with the help of family members. So far, 6,47,27,300 (81.96%) forms have been uploaded. The draft electoral roll will be published on August 1, 2025 and the period for filing claims and objections is fixed from August 1, 2025 to September 1, 2025.

Voters temporarily residing outside Bihar can also fill the online enumeration forms themselves through their mobile phones, website https://voters.eci.gov.in and ECINET App. Apart from this, they can download the pre-filled form and send the signed copy to the BLO through WhatsApp, email or other means, or send it to the BLO through a family member.
Any of the following 11 documents can be attached while filling the enumeration form in special intensive verification. These include Identity Card or PPO issued to a regular employee/pensioner of any Central/State Government/PSU, any document issued by any Government/Local Corporation/Bank/Post Office/LIC/PNU in India before 01.07.1987, Jan Certificate issued by the competent authority, Passport, Educational Certificate issued by a recognized Board/University, Permanent Residence Certificate issued by the competent State Authority, Forest Officer Certificate, Certificate issued by the competent authority, National Register of Citizens (where available), Family Register prepared by the State/Local Authority, Land or House Allotment Certificate issued by the Government.
If any of these documents is attached with the enumeration form, then the Electoral Registration Officer is facilitated in the process of adding names. If the document is not available immediately, the document can be submitted later up to July 25, 2025 and along with the claim-objection (01 August, 2025 to 01 September, 2025). The count form must be made available by July 25, 2025 for the voter's name to be included in the draft voter list.
