Central Punjabi Lekhak Sangh (Sekhon) Regd. President Pawan Harchandpuri said in a statement to the newspapers that for a long time, the governors of various states were trying to weaken Indian democracy, federal structure and constitution by creating controversy and hanging important bills passed by the assemblies for the purpose of central politics, due to which intellectuals and aware people were feeling a dire need to save the rights of the states, Indian democracy and federal structure.
By weakening the federal structure in India, by reducing the powers of the states, policies of centralization were being adopted, which was wrong according to the Indian Constitution, because India is a multinational, multilingual and multicultural country. These efforts violate the basic principles of the Indian Constitution. Instead of timely disposal of urgent bills passed by the assemblies, the governors used to send their opinion and consent to the Honorable President, which remained unresolved.
In this way, the law making powers of the state assemblies were crushed and the work of the state governments was obstructed. While deciding on the appeal of the Tamil Nadu government, the division bench of Justices Shri J.B. Pardiwala and R. Madhavan of the Hon'ble Supreme Court has decided to put a ban on the unlimited powers of the Hon'ble President and send the bills back to the Governor within three months.
Hon'ble Governors have also been given necessary instructions to pass the bills on time, which are very correct and appropriate. In this regard, the Central Assembly also requests the Central Government to keep these decisions intact, so that the Indian Constitution can be protected.
