Therefore, it is necessary that when my beloved country is independent, every student, teacher, and civil servant should be given two months of training duties with the army, police, fire brigade, and doctors and nurses in a year, so that the youth and citizens are aware of their duties, responsibilities, tolerance, humility, obedience, hard work, and honesty for the safety, protection, help, respect, prosperity, progress, sovereignty, peace, and brotherhood of their country, society, and humanity. 
He had said that it is absolutely wrong to abandon the responsibility of one's safety, health, well-being, health, protection, prosperity, progress, and happiness to God by becoming religious. It is essential that we make such efforts for the security, prosperity and development of our country that every student, teacher, citizen, employee should be ready to serve as a patriotic volunteer, a Second Line of Defense, without uniform and without weapons, in times of need, troubles, wars, epidemics and disasters. 
Because troubles, troubles, disasters, wars, epidemics keep coming from time to time and countries that start strengthening their defense and security before troubles come, the citizens and youth of those countries are rarely in danger. But the governments and citizens of countries that believe in God and are trapped in comfort, pleasure, taste, and fashion, suffer more during crises, wars, epidemics, and disasters. 
For example, when domestic and foreign robbers came to plunder India, religious people and scholars tried to manifest gods and goddesses by chanting mantras, but no gods and goddesses appeared to stop the robbers. Because students, teachers, citizens, and businessmen were never prepared to teach them how to survive, save, and help, for their own safety, civil safety, national security, and environmental protection. 
We know that during the first and second world wars, there were fewer soldiers, but 80/90% of the deaths were of ordinary citizens. After the First World War, the countries that continuously prepared their students, teachers, farmers, shopkeepers, government or private employees, political leaders and citizens for future problems, wars, epidemics and disasters, conducted training exercises and mock drills continuously. 
Whenever natural or human disasters, wars, epidemics occurred in those countries, every student, teacher and citizen was ready to meet in every street, institution, colony, office, commercial establishment for the safety and protection of their country, society and citizens, due to which there was very little loss of precious lives and properties. 
But on the other hand, in those countries, whose politicians, in order to please their students, teachers, citizens and employees, gave maximum facilities, services, freedom of will, made them comfortable, luxurious, workaholics and only made them aware of their rights and privileges, but did not encourage them to fulfill their duties and responsibilities, their youth and citizens demanded more facilities, services, rights, freedom of will. For freedom, joy, honor and happiness, they have done dharnas, rallies, processions, national committees and destruction of humanity against their own country, society, governments. 
Today, when the situation of war arose between India and Pakistan, the Indian and state governments started conducting training exercises and mock drills for students, teachers, police factory employees, NSS volunteers, NCC cadets and citizens to protect themselves during wars and reduce financial losses and to save precious lives and properties during emergencies. Then, there was a huge shortage of expert trainers and equipment to conduct training, exercises and mock drills. Students, teachers, employees and citizens were found unable to stay in the heat for 20/30 minutes. 
They are not taking any interest in training exercises and mock drills of civil defense, first aid, fire safety, disaster management. They are of the opinion that the responsibility of saving the country, society and citizens during enemies and disasters lies solely with the governments, army, police, government doctors, nurses, civil defense fire brigade personnel, who are taking salaries from the government treasury out of the taxes paid by them. 
The officials of educational institutions have prohibited children and youth from being taken away from fans, ACs and shade for training, practice and mock drills. They were of the opinion that students, teachers, employees and citizens cannot bear the heat and sun. When the governments imposed blackouts, people resorted to generators and inverters because they cannot live without fans, coolers and ACs in the summer. 
While the benefits of blackout were explained by the governments, police administration, civil defense personnel, but the people were of the opinion that even if the enemy dropped bombs and missiles on their homes and families in the city, they could not tolerate the heat. Whereas during wars, citizens have to spend many days or nights without food and water, day and night, in dug bunkers or basements.
 During wars, army soldiers, paramedics and military forces, police, doctors, nurses, fire brigade personnel have to perform duties day and night, but they never complain about the heat, sun, hunger, thirst, discomfort, restlessness and the pain and suffering of their families for the safety, protection, help, respect, prosperity and progress of their country, society, homes and families. 
Before and after independence, India has faced many wars, epidemics, disasters, only with the help of army police, doctors, nurses, fire brigade, civil defense, first aid volunteers to save precious lives and properties. But at that time, no support services were provided by the students, teachers, employees, NSS volunteers, NCC cadets. For whom the governments of the country are spending crores of rupees every year to conduct training exercises. 
Last month, the Government of India sent more than Rs 5 crore to the schools for conducting training exercises and mock drills for the students and teachers of PM Shri Government Schools and Students Police Cadets of Punjab, but the schools misused the funds by only conducting lectures instead of training exercises mock drills through their own teachers instead of trainers of Disaster Management Civil Defense First Aid Fire Safety. 
Every year NSS and NCC camps are organized but instead of training in Disaster Management Civil Defense First Aid Fire Safety at those camps, instead of conducting entertainment, cleanliness rallies, painting, singing programs, the country's wealth is not being used properly.
 At this time, to save the country and society, no other student, teacher, citizen, employee is coming forward except the army, police or the helpful angels who save lives and properties during emergencies because they have never been encouraged to save and help their country, society, home and family and the suffering humanity in educational institutions and workplaces.
 They have struggled to get the rules, laws, principles of the country to get their happiness, desires, facilities, comforts, fun, freedom of will, to fulfill their rights, entitlements, through strikes, dharnas, and demonstrations. , Religious and political leaders have provided facilities, comforts, free services to students, teachers, people, employees. 
Then wars, epidemics, disasters can give very good results that those who are ready, trained for their own defense, they will survive and those who are not loyal to their country, society, environment, love, respect, compassion, discipline, obedience, trouble, trouble, they do not have any right to take food, water, air and government assistance, facilities and services from the lap of this mother earth.
