Haryana Right to Service Commission expresses strong displeasure over negligence of HSVP offices.

Chandigarh, July 21 - Haryana Right to Service Commission has expressed strong displeasure over the functioning of Haryana Urban Development Authority regarding the delay and unclear procedure between State Office, Kurukshetra and Zonal Administrator, Panchkula in a case. A spokesperson of the Commission said that the Commission found in its investigation that the registration given by the complainant for property transfer on June 9, 2023, has been repeatedly rejected on technical and administrative grounds for about 10 months.

Chandigarh, July 21 - Haryana Right to Service Commission has expressed strong displeasure over the functioning of Haryana Urban Development Authority regarding the delay and unclear procedure between State Office, Kurukshetra and Zonal Administrator, Panchkula in a case. A spokesperson of the Commission said that the Commission found in its investigation that the registration given by the complainant for property transfer on June 9, 2023, has been repeatedly rejected on technical and administrative grounds for about 10 months.
The spokesperson said that the repeated rejections and delays by the Zonal Administrator office were completely unjustified and amounted to direct harassment of the complainant. The Commission has registered its strong displeasure against all the Zonal Administrators who were in office from 9 June 2023 to 5 April 2024 in this matter.
Under Section 17(1) (e) of the Haryana Right to Service Act, 2014, the Commission has directed the Haryana Urban Development Authority to pay a compensation of Rs. 5 thousand to the complainant. The Haryana Urban Development Authority will have to bear this amount itself and then recover it from the concerned officers.
The concerned offices were inspected by the Under Secretary of the Commission, Mr. Sube Khan on 26 June 2025 and the report was submitted to the Commission on 4 July 2025. During the inspection, it was revealed that the name of the responsible officer was not clear in the pay book, which is the record of receipt of mail.
In the final order, the Commission directed the HSVP All the concerned offices of the PIA have been directed to mandatorily record the full name and post name of the responsible officers in the Pian Book Receipt Register and Dispatch Register and affix the stamp of the post so that no accountability can be avoided in the future.
