Patiala:- Amidst nationwide protests and petitions filed in the Hon'ble Supreme Court over the University Grants Commission (UGC)'s 'Promotion of Equity Regulations-2026', Patiala's eminent writer and educationist Anil Kumar Bharti has come up with a solid constitutional solution to this complex problem.
Shri Bharti, a retiree of Sanatan Dharma Sanskrit English Senior Secondary School, who is also known as the founder of "Kushagara Buddhimatta", the Hindi synonym for Artificial Intelligence (AI), has sent separate letters to five prominent personalities of the country seeking fundamental reforms in the rules.
Bharti Ji has sent separate letters to the top leadership of the Government of India, Smt. Draupadi Murmu, Hon'ble President, Shri C.P. Radhakrishnan, Vice President, Shri Narendra Modi, Prime Minister, Shri Amit Shah, Union Home Minister and Shri Dharmendra Pradhan, Union Education Minister, suggesting a solution to this problem.
He also said that if the Central Government takes a suitable decision according to this solution, then the UGC rules as amended as above will become a 'safety shield' to protect the self-respect of students of all colleges and universities belonging to all sections of the society and all castes.
In a statement issued to the press, Shri Bharti said that today intellectuals across the country are in doubt about these rules, which is evidenced by the petitions filed in the Supreme Court and the resignations happening at the administrative level. He argued that the current draft is against the principles of 'Natural Justice' as it focuses only on 'complaint' but there is no clear penal mechanism to protect the innocent from 'false complaint'.

**'Safeguard' suggested in the letter:
Referring to a detailed letter sent to Prime Minister Shri Narendra Modi Ji, Bharti Ji has proposed to add an important 'safeguard clause'. He has suggested that:
"If after investigation any complaint is found to be false, malicious or fabricated, then the same strict penal action should be ensured against the complainant under the Indian Penal Code (IPC) as is prescribed for the perpetrators of violation of the rules."

**The goal is the trust of all:
Shri Bharti clarified that the slogan of 'Sabh ka Saath, Sabh ka Vikas' will be meaningful only when the innocent students and teachers of the general category are confident that the law will not be used as a weapon against them. She has strongly demanded from the government to allay the apprehensions of the Supreme Court and the public by providing for "zero tolerance against false complaints" in these rules.
