Karnal, September 15:- The Municipal Corporation has made registration mandatory for every pet dog being kept within the Municipal Corporation limits, keeping in view responsible and organised pet ownership, public cleanliness, citizen safety and animal welfare in the city. Pet dog owners have been given one week to complete the registration.
Municipal Commissioner Saloni Sharma said that pet dogs should be registered through the Saral Haryana portal. All pet dog owners should complete the registration process within the stipulated period. Action will be taken against owners who fail to register their pet dogs within one week, in accordance with the applicable laws, rules and by-laws.
Registration to Be Done Under Section 311 of Haryana Municipal Corporation Act
The Municipal Commissioner said that the system for registration and proper control of pet dogs is being implemented under the provisions of Section 311 of the Haryana Municipal Corporation Act, 1994. The said section contains provisions regarding registration of dogs kept within the Municipal Corporation area and their proper control. She said that the main objective of registration is to systematically maintain information about pet dogs in the city, ensure effective disposal of complaints related to them, and maintain public safety and cleanliness in public places.
Rabies Vaccination Certificate Mandatory
At the time of registration of a pet dog, it will be mandatory to provide a certificate of rabies vaccination. It will be the responsibility of the owner to ensure that the dog is vaccinated from time to time as advised by a veterinary doctor. During registration, details including the dog’s name, breed, sex, age/date of birth, colour and identification marks, place where it is kept, and vaccination-related information will have to be provided.
Dogs Must Be Kept Under Control in Public Places
The Municipal Commissioner said that pet dog owners must keep their dogs under proper control while taking them out in public places. Dogs shall not be left loose in such a manner that it causes fear, inconvenience or any kind of danger to the general public. If a dog defecates in a public place, the owner will be required to clean it immediately. The person walking the dog should carry the necessary cleaning material/bag so that public places are not made dirty. At the same time, pet dogs shall not be kept in such a manner that neighbours or members of the public face unnecessary inconvenience, fear, dirt or health-related problems.
One-Week Deadline—Action to Follow
The Municipal Commissioner made it clear that all pet dog owners must register their dogs within one week. After the stipulated period, the Municipal Corporation will check the registration status and action will be taken against the concerned owners if dogs are found to be unregistered. She said that various teams of the Municipal Corporation are also conducting a door-to-door survey of pet dogs. She said that action may also be taken in case of providing incorrect or misleading information, and the competent authority will retain the right to cancel the registration. Renewal of registration within the prescribed period will also be the responsibility of the owner.
Appeal for Cooperation from RWAs and Animal Welfare Organisations
The Municipal Corporation will coordinate with RWAs, ward councillors and organisations associated with animal welfare to disseminate information about this system on a wider scale. The Municipal Commissioner appealed to all RWAs and citizen organisations to make residents keeping pet dogs in their respective areas aware of the need to complete registration within the stipulated period.
The Municipal Commissioner said that registration of a pet dog is not merely a legal compliance requirement, but an important step towards ensuring responsible pet ownership, public cleanliness and citizen safety. She appealed to city residents to complete registration within the prescribed one-week period and cooperate with the Municipal Corporation’s system.
