Chandigarh, May 22:- The Haryana government has started preparations to make a major change in the functioning of government employees. The state government will now monitor the functioning of employees and officers digitally. For this, it has been decided to implement the revised ACR (Annual Confidential Report) framework and digital performance monitoring system.
Chief Secretary Mr. Anurag Rastogi has issued instructions in this regard to all administrative secretaries, department heads, boards and corporations, universities and district administration.
According to the instructions issued, now the traditional ACR system will be gradually made completely digital. Department-wise, such new ACR formats will be prepared, in which the work, achievements and performance of employees will be recorded in a measurable and result-oriented manner, so that a fair assessment of the performance of employees can be ensured.
The government has sought a list of officers and employees from all departments at whose level ACRs are pending the most. The government's objective behind this is to ensure greater accountability and time-bound evaluation by eliminating the pendency of ACRs.
The instructions have clarified that the manual ACR system will be completely discontinued from April 2027. After this, all evaluations will be done through a digital platform. The NIC or the nominated technical team will develop an online platform that will directly link the performance and achievements of the employees with the ACR system. This entire system will be integrated with the HRMS portal. This will enable real-time evaluation of the work of the employees.
A special "honour board" will be developed on the website of the Chief Secretary, in which the performance-based ranking of the employees will be displayed based on the prescribed criteria. This system will be implemented up to the state, district and block levels. Under this, the ranking of the employees with excellent performance as well as the weak performance will also be shown.
The government believes that the new digital and performance-based ACR system will lead to appreciable improvement in administrative efficiency, transparency and accountability and will foster a better work culture and a sense of competition among employees.
