Chandigarh, 9 September:- The Haryana Government has implemented a Standard Operating Procedure (SOP) to ensure the time-bound and result-oriented implementation of decisions taken and directions issued during meetings chaired by the Chief Minister. Under this, every decision will be converted into a clear action point, with the responsible department/officer, timeline and outcomes specified, while compliance will be regularly monitored.
According to the SOP issued by Chief Secretary Shri Anurag Rastogi, the Minutes of Meeting (MoM) of the Chief Minister’s meetings will not merely be a record of discussions but will be decision- and action-oriented documents. Every decision will be recorded in a clear, concise and measurable manner. Where more than one department is involved, the responsibilities of the lead department/agency and concerned departments will be clearly defined.
The draft proceedings of the meeting will be prepared within three working days. After the approved MoM is issued, all action points recorded therein will be uploaded on the Chief Minister’s Meeting Monitoring Portal within two working days. The portal will contain details of the concerned department, responsible officer, timeline, target/milestone, current status, ATR and necessary supporting documents/evidence.
The Government has clarified that the status of each action point will be recorded objectively rather than being described merely in general terms. Accordingly, status will be updated under categories such as Completed, In Progress, Overdue, Not Started and Not Feasible/Issue Requiring Decision. Before marking any work as completed, relevant orders, approvals, progress reports, portal reports, photographs, data or other evidence will also have to be provided wherever possible.
The initial Action Taken Report (ATR) will be submitted within one month after circulation of the MoM. For works that cannot be completed within the prescribed period, an updated ATR will have to be submitted every month. Such ATR will clearly mention the action taken so far, remaining work, reason for delay, current status, revised timeline and the required support or decision.
If a work is not completed within the prescribed timeline, the concerned Administrative Secretary/Head of Department will review the reasons for the delay. Matters that remain pending continuously or require policy, financial or administrative decisions will be submitted to the competent level for a decision. Personal monitoring by the concerned Administrative Secretary will also be ensured in highly important and time-bound matters.
Each department will designate a senior and responsible officer as the Departmental Nodal Officer. The Nodal Officer will coordinate all action points related to the Chief Minister’s meetings, obtain ATRs on time, ensure their factual accuracy, get the portal updated and regularly review pending matters. Departments have been directed to provide the details of the designated Nodal Officer by September 15, 2026, so that the necessary login ID and access for the portal can be provided to them.
Under the SOP, each department will also have to conduct regular internal reviews of pending action points at its own level. Before upcoming review meetings, the status of pending points from previous meetings will be prepared department-wise and action-point-wise, clearly indicating achievements, bottlenecks and the way forward. The review will give priority to actual outcomes rather than merely paper-based progress.
The Government has also clarified that the proceedings of the Chief Minister’s meetings will record only those decisions and directions that were actually taken during the meeting. A clear distinction will be maintained between discussion and final decisions, and pending decisions will be clearly marked as Decision Pending/For Further Examination. At the same time, agenda, background notes, MoM, ATR and other records related to the meetings will be securely and appropriately maintained.
The SOP will come into force with immediate effect and will apply to all forthcoming meetings chaired by the Chief Minister as well as, to the extent possible, monitoring of pending action points from meetings held earlier.
The Government has directed all concerned departments and officers to strictly ensure compliance with the prescribed procedures and timelines. Unnecessary delays or disregard of directions will be viewed seriously.
