Una, March 9: The Una District Administration has issued strict instructions regarding the operation of school buses and other school vehicles to ensure the safety of school children. According to the orders, all school bus and van operators operating in the district must strictly adhere to the guidelines and safety standards issued by the Transport Department from time to time. This order was issued by Jatin Lal, Chairman of the District Disaster Management Authority and Deputy Commissioner, Una, under Sections 33 and 34 of the Disaster Management Act, 2005, keeping in mind the safety of school children and the interests of the general public.
According to the order, all school buses and vans must have a valid fitness certificate, registration certificate, insurance, and pollution control (PUC) certificate, along with other necessary documents. These documents must be presented to the competent authorities during inspection. Each school vehicle must also have a trained driver who must hold a valid driving license to operate the transport vehicle. Additionally, the presence of an assistant or conductor must be ensured in the vehicle when transporting school children.
The Deputy Commissioner stated that all school buses and vans must be equipped with essential safety equipment, such as fire extinguishers, first aid boxes, emergency exits, properly functioning doors, proper seating arrangements, and speed governors. Furthermore, vehicle speeds will be maintained within prescribed limits, and overloading of children will not be permitted under any circumstances.
He directed that all school buses and vans be clearly marked "School Bus/Van" on the front and rear, and that the school's name and contact number be displayed on the vehicle as per prescribed standards.
The Deputy Commissioner directed the Regional Transport Officer (RTO), Una, and all Sub-Divisional Magistrates (SDMs) in the district to conduct special inspections and enforcement campaigns within the next 15 days to ensure inspections of school buses and vans and submit a detailed report to the Deputy Commissioner's office. Regular inspections will continue thereafter to ensure full compliance with safety standards. If any school bus or van is found violating the prescribed safety standards, action such as challan, vehicle seizure, or suspension of operation may be taken against it, and further legal action will also be initiated under the relevant provisions.
The Deputy Commissioner has directed the police department to conduct regular inspections around schools and on major roads to ensure compliance with safety standards and take necessary action against those violating the rules.
The Deputy Commissioner has also directed the principals of all government and private schools in the district to ensure strict adherence to these safety guidelines to avoid any untoward incident. Violations of these orders will result in strict action under the Motor Vehicles Act, the Disaster Management Act, 2005, and other applicable laws. These orders will be implemented with immediate effect throughout the jurisdiction of Una district.
