Chandigarh, July 2:- Haryana Chief Electoral Officer Mr. A. Srinivas has appealed to all national and state-level recognized political parties to organize meetings of their booth level agents with booth level officers as per the special in-depth review programme of electoral rolls underway in the state as per the orders of the Election Commission of India and inform the officials engaged in the election work about its date and time in advance and also ensure proper videography and photography of it. This special in-depth review of electoral rolls will continue till July 14, 2026. The final publication of the electoral roll is scheduled to be on September 22, 2026.
Mr. A. Srinivas today held a meeting with the representatives of political parties at his office in Sector-17, Chandigarh. were holding a meeting regarding.
He informed that the Election Commission of India has issued a programme for special in-depth review of the electoral rolls. In cases where the 'Enumeration Form' is not returned, the booth level officers may inquire from the neighbouring residents to identify possible reasons like "Absent", "Changed", "Dead" or "Duplicate" and record accordingly. The BLOs have been instructed to visit each such house at least thrice to collect information.
He said that the booth-wise list of voters whose names are not included in the draft list will be displayed on the notice boards of Panchayat Bhavans, Urban Local Bodies Offices and Block Development and Panchayat Officers' offices so that public can access these lists. Along with this, the possible reasons for non-inclusion of names will also be displayed.
The Commission has directed all the Chief Electoral Officers to compile these lists and upload them in an accessible format on the CEO's website as well as to upload similar lists on the websites of the concerned District Election Officers.
During the door-to-door enumeration process, the BLOs have been instructed to carry at least 30-40 blank Form-6 applications and blank declaration forms (Annexure-4) to facilitate the enrolment of new voters. He said that as per Sections 17 and 18 of the Representation of the People Act, 1950, no person is entitled to get himself registered as a voter in more than one constituency. The BLOs may also collect the enumeration forms from the voters and submit them to the BLOs. He said that voters have permanently shifted to another polling station due to employment, marriage or any other reasons and such voters have not removed their names from the previous registered polling station, then the enumeration sheets of such permanently shifted voters will have to be returned to the concerned BLO by any member of his family. He further clarified that if any voter is not present during the house-to-house survey, then any adult member of the family can sign the form and hand it over to the BLO. He said that the name of all types of voters who died due to death or any other reason will not be included in the draft electoral roll of Special In-Depth Re-Verification 2026. Mr. Srinivas informed that the last Special In-Depth Re-Verification was conducted in Haryana in the year 2002. The enumeration forms can be downloaded from the official website. He also informed that a dedicated helpline number 1950 has been set up in all district headquarters and constituencies. This helpline will work in two shifts from 7:00 AM to 9:00 PM.
He informed that till now the number of registered voters is 2,06,55,929, out of which the enumeration papers of 75,63,762 voters have been digitized. He said that 20,629 BLOs are working in the SIR process and the average strength per BLO is 1,028 voters.
Mr. Srinivas said that all the Deputy Commissioners-cum-District Election Officers have been directed to ensure the accessibility of BLOs especially in high rise buildings/society of Faridabad, Gurugram, Sonipat and Panchkula.
He reiterated that there will be no undue pressure on the officers engaged in SIR work and the exercise will be conducted smoothly. As per ECI’s instructions issued to the Chief Secretaries of the States, no post notified as District Election Officer, Election Registration Officer or Assistant Election Registration Officer will remain vacant. Further, no officer and employee engaged in SIR work will be transferred without the prior approval of the Commission.
