
District Magistrate issued prohibition orders regarding leaving helpless animals on the road and noise pollution.

According to these orders, jalsa, rallies, protests etc. conducted by leaders and office bearers of various political parties, organizations, any NGOs, private, social, administrative organizations of temples, mosques and gurudwaras, commercial For the use of loudspeakers etc. in any building, public places, open spaces, pandals by the managers/officers of institutions/institutions etc. on the occasion of various programs, events etc. Use of DJ, orchestra, musical instruments etc. at various occasions etc. in marriage palaces, clubs, hotels and open spaces etc. at any time (day or night), by the concerned Sub Divisional Magistrate under the Punjab Instrument (Control of Noise) Act, 1956 The Terms will not be operated without written approval. After obtaining written approval, an undertaking shall be given that the sound level shall not exceed 10 dB(A). Along with this, according to the instructions issued by the Punjab and Haryana High Court, the concerned Sub-Divisional Magistrates will ensure that no loud speaker etc. is approved 15 days before the examination on the examination days. Similarly, despite taking permission to play loud speakers and any other musical instruments etc. within the limits of District Shaheed Bhagat Singh Nagar, from 10 pm to 6 am in any building and place of any of the said sound and musical instruments etc. There will be complete ban on playing, except on cultural and religious occasions between 10 pm to 12 am, which shall not exceed 15 days in a whole year and the sound level shall not exceed 10 dB(A). Further, the sound level of privately owned sound systems and sound generating devices shall not exceed 5 dB(A).
According to the orders, when any complaint regarding noise pollution is submitted by anyone in the district, the concerned Sub-Divisional Magistrate, at his level, in coordination with the concerned Deputy Captain of Police and Environmental Engineer, Punjab Pollution Control Board, Hoshiarpur, goes to the spot and takes necessary action regarding the complaint received. will be investigated and if the complaint is found to be true, any audio/musical device mentioned in the complaint causing noise pollution will be removed and taken into possession under the guidelines issued by the court and under the said Act. They will settle the complaint received by taking legal action at their level against the violator of the said Act and this order. According to the issued orders, the sound of these loud speakers, audio/musical instruments, etc. will be played in the places where any person after taking approval from the concerned Sub-Divisional Magistrate, within the perimeter of the program/function place, religious place and the perimeter of the building etc. should remain, which should not in any case exceed the noise standard prescribed in the notification dated 14.02.2000 issued by the Government of India under the ``Noise Pollution (Regulation and Control) Rules, 2000''. According to the District Magistrate, this restriction is also necessary because loud speakers, DJs etc. are used in marriage palaces, hotels, restaurants etc. Apart from this, many professional singers participate in cultural programs and use loud speakers/DJs etc. till late at night, causing disturbance to the residents, patients and school children. Noise pollution also poses a threat to their health. These orders will remain in force till February 28, 2024.
