The entire process will be done through the Service Security Portal

Chandigarh, September 01:- The Haryana Government has decided to create the necessary supernumerary posts to provide the benefit of service security to the eligible contract employees under the Haryana Contract Employees (Service Security) Act, 2024 and Rules, 2025.
Chief Secretary Mr. Anurag Rastogi has issued detailed instructions to all departments, boards, corporations and authorities in this regard.
As per the instructions of the State Government, the supernumerary post will be for the adjustment of the concerned secured employee only. It will not be considered as a general vacancy for the appointment of any other person. Along with this, the regular posts of the concerned cadre in the same number as the supernumerary post will be kept in abeyance and these regular posts will not be filled till the concerned supernumerary post remains in existence.
On retirement, resignation or any other reason, the personal supernumerary post of a protected employee shall lapse. Thereafter, the regular post deferred against him shall become available to the concerned department and may be filled as per the relevant service rules.
The Government has also clarified that if the number of protected employees in any department is more than the regular posts available for their adjustment, supernumerary posts shall be created for all eligible employees as per the requirement. The list of employees whose adjustment will be in additional posts shall be sent to the Human Resources Department so that they can be adjusted in other departments as per the requirement.
The determination of additional protected employees shall be made on the basis of their seniority in the concerned department. Among the employees for whom suitable regular posts are not available, the most junior employees shall be considered as additional up to the required number.
Similarly, the departments where the number of protected employees is less and their suitable regular posts are vacant, will make the details of these vacant posts available to the Human Resources Department, so that the additional protected employees of other departments can be adjusted to these posts.
The entire process of cases of eligible protected employees and creation of supernumerary posts will be completed through the Service Security Portal. All departments, boards and corporations have been directed to proceed the cases through the online process at the prescribed level by correctly entering the details related to the employees and service on the portal.
All the concerned departments have been directed to identify eligible protected employees, create supernumerary posts, keep the relevant regular posts in abeyance, send the cases of additional employees to the Human Resources Department and maintain a proper record of the entire process.
The government has also directed the officers to dispose of these cases in a time-bound manner and not to keep the cases of eligible protected employees pending unnecessarily. The process of creation of supernumerary posts and keeping the corresponding regular posts in abeyance will be done in accordance with the provisions of the Haryana Contract Employees (Security of Service) Act, 2024 and Rules, 2025.
