Cabinet Minister Ranbir Gangwa strict on negligence in sewerage and manhole safety
Chandigarh, July 29:- Haryana Public Health Engineering and Public Works (Buildings and Roads) Minister Mr. Ranbir Gangwa has taken a strict stand on the accidents and negligence cases arising in the works related to sewerage and manholes and has issued strict instructions to the officers of the department. He has clearly said that any negligence in safety rules will not be tolerated now. If the life of an employee is lost due to neglect of safety measures, then the responsibility of the concerned officers will be fixed and strict action will be taken against them.
Taking important decisions, Cabinet Minister Mr. Ranbir Gangwa has directed that 7 committees be formed for monitoring in Haryana. Each committee will include the Chief Engineer, Superintendent Engineer (SE) of the concerned circle and Executive Engineer (Executive Engineer) of the concerned division. These committees will regularly inspect the field, check the safety arrangements and send their report directly to the head office, which will be placed before the Minister immediately.
He also directed that the inspection should be impartial and effective, so that the Chief Engineers should be given the responsibility of different circles from their current administrative area. Minister Shri Ranbir Gangwa said that such incidents that have taken place in the state are sad. Strictness is needed so that there is no lapse in supervision and responsibility at the departmental level in future. He said that the safety of the life of every employee is the priority of the government and no laxity will be accepted in this.
He told the officials that no employee should be allowed to descend into the sewerage or manhole without following all the prescribed safety equipment and rules. He said that there should be no negligence in this. Minister Shri Ranbir Gangwa said that in the meeting of Haryana Water Supply and Sewerage Board (WSSB) on June 23, Chief Minister Shri Naib Singh Saini had also given clear instructions to the department on this subject that safety standards should be fully followed in every work related to sewerage and manholes.
Minister Shri Ranbir Gangwa said that some such incidents have also come to light, in which negligence of the contractor or the officials of the department has been seen. He said that information about accidents due to open sewerage manholes has also reached him. It is the responsibility of the department to close the manholes safely. He directed all the officials that no manhole or sewerage opening should remain open anywhere in the state and regular monitoring should be done for it.
The Minister said that in many cases, departmental officers do not send the preliminary report, fact finding report, action taken report (ATR) and related files to the head office on time after the accident. He gave strict instructions that such negligence will not be tolerated in future. It will be the responsibility of the concerned officers to send the information and report of any incident to the head office immediately.

Cabinet Minister Shri Ranbir Gangwa has directed all the Deputy Commissioners of the state to regularly review the compliance of safety norms in the works related to manholes and sewerage in their monthly review meetings and ensure that the directions of the state government and the orders of the Hon’ble Supreme Court in this regard are followed.
