Chief Minister Naib Singh Saini launched paperless registration, border portal, WhatsApp chatbot and revenue court management system

Chandigarh , September 29 - Haryana Chief Minister Mr. Naib Singh Saini said that the government is directly attacking the root of corruption in the revenue department by making paperless registration . If human intervention is less, then there will be no scope for corruption.

Now the work of registry will be completely digital , in which this initiative is a living example of our policy of Minimum Government-Maximum Governance . Paperless registration will also save the environment.
The Chief Minister was speaking at a state-level programme in Kurukshetra on Monday to inaugurate four new initiatives of the Revenue Department from Babain tehsil of Ladwa assembly constituency. The Chief Minister, after presenting the budget from the stage, inaugurated the paperless registration, boundary portal, WhatsApp chatbot and revenue court management system. 
He also unveiled a booklet based on manual information . The Chief Minister also witnessed the entire process of first paperless registry and marking from Babain tehsil. Earlier , he also planted saplings in the tehsil premises.
Mr. Naib Singh Saini said that the Digital Haryana program in Haryana is a means of empowering the person sitting at the last rung. The 4 initiatives of the Revenue Department that have been started are not just technical changes. These changes are the beginning of a chapter for good governance, transparency and citizen convenience. He said that the Revenue and Disaster Management Departments are one of the most important departments of the state. This department is directly connected with the lives of the people. This department plays an important role in revenue management. Along with this, it works as a crisis relief for the people during disasters.

He said that the Revenue Department has made its functioning simple, transparent and public-friendly by adopting new technologies from time to time. The processes that have been started today are a new chapter in this journey. He said that governance serves the current economy and the public . 
Therefore, the service should be simple, transparent and immediate. Our goal is that the common citizen should not have to go through the circles of government offices. The government itself should reach the doorsteps of the citizen. Taking this concept further, these 4 initiatives of the Revenue and Disaster Management Department have been started.

Now I just have to come to have a handshake and a photo taken
The Chief Minister said that this initiative of paperless registration will get rid of the cumbersome process of getting registration done for decades . Now there will be no unnecessary delay in getting registration done . This will save the citizens from the hassle of visiting offices . They will have to go to the tehsil only once to get their photograph taken and signature .

Marking will be done using rover and modern GPS technology from the Seamankan portal
Mr. Naib Singh Saini said that farmers and agriculture are the backbone of the state's economy and land disputes are a major problem of the villages . The initiative launched today, the Demarcation Portal, is a permanent and technological solution to this problem . Through this portal, farmers can now apply directly for the measurement of their land . By using rover and modern GPS technology, this process will now be completed with accuracy, speed and fairness .

On WhatsApp chatbot Information will be available 24 hours , 7 days a week
The Chief Minister said that today everyone has a smartphone in their hands and WhatsApp has become the easiest source of communication . The government has used this technology to serve the public . The new WhatsApp chatbot will make general information related to the Revenue Department , status of services and list of necessary documents available 24 hours a day, seven days a week. Now there is no need to go to the office for any small information. Now they will be able to get instant and accurate information on their mobile . This is a medium to empower citizens. In this way, the distance between the government and the public will be reduced . This facility will prove to be very helpful especially for the people of the villages .

Revenue Court Case Management System will end delays in justice
Mr. Naib Singh Saini said that pending cases in revenue courts have been a big challenge in the path of justice . Delay in justice is tantamount to being deprived of justice . Now there will be digital monitoring of cases going on in revenue courts through Revenue Court Case Management System . The status , date and order of the case will be available online . With this system, years of delay in small cases will be eliminated. This will make the justice process fast and transparent . He said that this system will bring all the cases of revenue courts on the legal platform . This will not only increase judicial transparency , but will also help in the immediate disposal of pending cases .

Under the e - registration system , anyone can book an appointment in advance for registration
The Chief Minister said that Prime Minister Shri Narendra Modi is a proponent of modern technology for development . He had launched the Digital India program in the year 2014. The results of this program in the last 11 years are in front of us . With this program , the common people have become digitally empowered . Corruption has been curbed . Public services are reaching the people easily . He said that the government had started the e-registration system from 1st April 2021. Under this , any person can take an appointment in advance for registration .

Powers to grant CLUs given to Director Town and Country Planning Department
The Chief Minister said that the authority to issue licenses and CLUs for commercial and residential projects and colonies was with the Chief Minister's Office . This system was abolished and its powers were given to the Director Town and Country Planning Department . The process of applying for CLU is now online . Through this process, the applicant can also see who has reached his file . All CLUs are now online within 30 days .

Landowners can get information about their properties and land records online 
Shri Naib Singh Saini said that to completely digitize land records, the integrated Haryana Land Records Information System has been implemented in all the tehsils . Through this, now land owners can get their land records and land records information online anytime and anywhere .

Better schemes launched for every farmer and every citizen - Dr. Sumita Mishra??
Additional Chief Secretary and Financial Commissioner of the Revenue Department Dr. Sumita Mishra said that today, better schemes have been started for every farmer and every citizen of the state from the small tehsil of Baban . In the budget session, the Chief Minister had set some goals before the department. The system of measurement being done by drawing a jarib, which has been going on for centuries, should be changed. Similarly , the registration process should be simplified . 
She said that today, under the leadership of the Chief Minister, such initiatives have been started in the entire state . Along with this, a WhatsApp chatbot has been started in the name of Bhoo-Mitra . Through this medium, any information can be obtained , along with getting information about the services, one will also be able to file a complaint .

Farmers can get agricultural land marked for just Rs 1,000 - Dr. Yashpal???
Deputy Principal Secretary to the Chief Minister and Director of Land Records Department Dr. Yashpal, while welcoming the Chief Minister and the guests, said that the people will benefit a lot with paperless registry and demarcation . Earlier, people had to bring all the documents . They had to sit in the tehsils all day and wait for their number , but now they will be called for photo and signature in just 5 minutes . 
He said that similarly, farmers had to get their land marked with a private machine earlier , but now they can apply online and get the demarcation done . For this work, farmers had to pay about 30 thousand rupees in private . Now only one thousand rupees will be paid from the farmers for the measurement of agricultural land .
