Karnal, January 27:- At a district-level function organized to mark the 77th Republic Day, Assembly Speaker Harvinder Kalyan extended his heartfelt greetings and best wishes to the people of Karnal and the state, saying, "I welcome and congratulate all of you present here. Today, I also pay my respects to the freedom fighters and martyrs, whose sacrifices have given us this glorious opportunity to celebrate Republic Day." His wife, Mrs. Reshma Kalyan, was also present at the function.

The Haryana Assembly Speaker was addressing the 77th Republic Day celebrations held at the local Police Lines grounds on Monday as the chief guest. Earlier, he paid floral tributes at the Martyrs' Memorial and paid heartfelt tribute to the immortal martyrs who sacrificed their lives for the country's independence. Afterward, he hoisted the national flag at the Police Lines grounds and took the salute at the parade. In his address, he said that on this day, 76 years ago, in 1950, our Constitution came into effect. This Constitution guaranteed us the fundamental rights of justice, liberty, and equality. On this day, India became the world's largest sovereign, democratic republic. On this occasion, I pay my respects to the architect of the Constitution, Baba Saheb Dr. Bhimrao Ambedkar, and all the members of the Constituent Assembly. This historic day gives the countrymen courage and inspiration to move forward as a strong nation. On this day, we also remember the great men who played a crucial role in India's independence and the implementation of the Indian Constitution. It is because of them that India is called a republic today. To liberate the country, great men and freedom fighters like Father of the Nation Mahatma Gandhi, Netaji Subhash Chandra Bose, Lala Lajpat Rai, Sardar Vallabhbhai Patel, Dr. Rajendra Prasad fought hard.

He stated that the Indian Constitution is our country's most important document, a text that defines the country's governance, citizens' rights, and the structure of government. Our Constitution provides citizens with fundamental rights such as equality, liberty, and justice. It divides powers among the three branches of government (legislature, executive, and judiciary). The Constitution is essential for maintaining the nation's unity and integrity. It is essential for the nation's development and progress, as it provides a framework for the government to implement policies and programs. Therefore, it is crucial that every citizen of the country aligns themselves with constitutional values, remains aware of their rights, and performs their duties honestly.

He said that since independence, India has successfully established itself as a major global power. The credit for this goes to our politicians, hardworking farmers, laborers, artisans, and scientists who worked day and night to accelerate the nation's development. Today, our country is making all-round progress under the leadership of Prime Minister Shri Narendra Modi. Today, the country has not only developed missiles but has also successfully conducted missions like Chandrayaan, Suryayaan, and Mangalyaan. India has become the first country in the world to land Chandrayaan 3 on the Moon's South Pole. Haryana has also played a significant role in this journey of national progress. I am proud to say that Haryana has also given new dimensions to the state's socio-economic development.

He said that the present government, which has taken up the responsibility of public service with the resolve of service through good governance, has worked continuously towards the progress and upliftment of the entire Haryana and every Haryanvi, following the basic mantra of Prime Minister Shri Narendra Modi ji, "Sabka Saath-Sabka Vikas" and "Haryana Ek Haryanvi Ek". Our state Haryana has been witness to harmony, cordiality, equal development, harmony as well as those changes which have made the life of every person simple, easy and safe. We have not only worked to change the system which had become a wall between public service and the public, but have also tried to provide such a system in which the people can avail the benefits of schemes and services in a simple manner.

He said that since India's independence, talks of poor welfare have been discussed for a long time, but the benefits haven't reached the deserving individuals. In keeping with Pandit Deendayal Upadhyaya's philosophy of Antyodaya, identity cards have been created for all families in the state, ensuring eligible families receive the benefits of government schemes from the comfort of their homes. The ?71,000 shagun (gift) for a daughter's wedding, the ?3,200 monthly pension for the elderly, widows, and disabled, the benefits of BPL cards and Chirayu cards, and payments to farmers for their crops are now being transferred directly to beneficiaries' accounts with a single computer click. Kidney patients are being provided free dialysis facilities in all government hospitals and medical colleges. Under the Ayushman Bharat Chirayu Yojana, health benefits of up to ?5 lakh are being provided to those over 70. The Happy Scheme has been launched to provide transportation facilities for poor families.

He said that the ration distribution system has been made transparent to ensure that every poor person does not face any problem in getting ration. The Chirag Yojana has been launched to fulfill the dream of children from poor families to study in private schools. Furthermore, youth from poor families are being given priority in the recruitment of employees through the Skill Employment Corporation. Furthermore, provisions have been made to secure the jobs of employees employed through the corporation. He said that the government has made revolutionary changes through e-governance in every sector, including agriculture, industry, trade, employment, education, and health. Just as people are now receiving benefits of various schemes from the comfort of their homes through the family identity card data, similarly, in the agricultural sector, the Meri Fasal Mera Byora portal has been created, linking several farmer welfare schemes to it. Through the MMP, the purchase and sale proceeds of all 24 crops are being sent directly to farmers' accounts within 48 hours. Farmers are being offered a price of up to ?415 per quintal for sugarcane. Under the Chief Minister's Farmer Agricultural Laborer Life Security Scheme, funds up to ?5 lakh are being provided. Apart from this, compensation for crop damage, price difference compensation, Mera Pani-Meri Virasat, incentive amount for direct sowing of paddy etc. are sent to the farmer's account through this portal. Under the PM Kisan Samman Nidhi Yojana, Rs 7234 crore has been provided to 20.17 lakh farmers of the state in 21 installments. Gokul Gram has been established for the improvement and development of indigenous cow breeds.

He said that to promote natural farming, a target has been set to expand the natural farming area to one lakh acres. Haryana is the first state in the country to develop a complete supply chain for fruits and vegetables. Haryana is the first state in the country to launch the Chief Minister's Horticulture Insurance Scheme to protect horticultural crops from weather vagaries. Animal husbandry is a major source of income for villagers. To encourage animal husbandry, the government has launched the Livestock Farmer Credit Card Scheme, modeled after the Kisan Credit Card. He said that by implementing the Agricultural Land Lease Act, trust has been restored between tenant farmers and landowners. This has helped secure ownership rights for tenants who have occupied Shamlat land for 20 years. Ownership rights have also been granted to those occupying houses up to 500 square yards built on Panchayat land. For construction workers and daily wage laborers, 54 subsidized food canteens and 71 mobile food vans provide a full meal for 10 rupees. Industry is the core of the economy. We have created an ecosystem of ease of doing business to accelerate Haryana's industrial development. By eliminating numerous rules and procedures that hinder the issuance of certificates, licenses, and permissions, we are working to provide industrialists with benefits under one roof.

He said that to facilitate higher education in the state, the government has established a college within a 20-kilometer radius. So far, 81 new colleges have been opened in the state, 31 of which are exclusively for girls. Under the Super 100 program, students are prepared for the NDA and SSB through specialized institutions. The Lado Laxmi Yojana has been implemented for women. So far, an amount of ?441 crore has been transferred to the accounts of more than 8.63 lakh women in three installments. To provide quality preschool education to young children, 4,000 Anganwadi centers have been upgraded to playway schools, and nutritious food is being provided to children to combat malnutrition. The government has decided to promote 50 percent of Anganwadi workers to supervisor positions. Additionally, the Revenue Department has initiated online registration and digital crop survey processes in all tehsils of the state. These farmers are directly linked to the PM Kisan Yojana and other subsidized benefits.

He said that the Vikasit Bharat Guarantee Rozgar Aajeevika Mission Rural Scheme has been implemented in a new form. Now, instead of 100 days of employment, villagers will receive 125 days of employment. This is a very effective and ambitious scheme that will increase employment opportunities in the state. A decision has been made to provide ?3,200 per month as old-age pension, widow pension, and disability pension. To address the declining sex ratio, the Beti Bachao Beti Padhao program was launched, and its results are beginning to show positive results. The sex ratio in the state, which was 871 in 2014, has increased to 923 in 2025. For women's safety, One Stop Centers (Sakhi) are being operated in every district. So far, 55,984 women have benefited from this initiative. During the current government's tenure, more than 114,000 youth have been provided with skills training. So far, 2,873 employment fairs have been organized, providing employment to more than 115,000 youth in the private sector. Currently, approximately 400 government services, schemes, and subsidies have been linked to the Parivar Pehchan Patra, benefiting approximately 6 million families. He said that roads in Haryana are being improved and new roads are being constructed. Today, every district in the state is connected to the National Highway. Furthermore, the 72-kilometer-long Eastern Dedicated Freight Corridor and the 506-kilometer-long Western Dedicated Freight Corridor pass through Haryana, providing significant benefits to Haryana. Alongside the KMP, the Haryana Orbital Rail Corridor is also being constructed, and the RRTS rail line from Sarai Kale Khan in Delhi to Karnal is also being established. The completion of these projects will greatly benefit the people of the state.
