ADC holds meeting with expenditure monitoring observers regarding election expenditure process

Una, March 12 - Additional Deputy Commissioner Mahendra Pal Gurjar said that in view of the Lok Sabha elections 2024, all expenditure monitoring teams should ensure strict compliance with the guidelines issued by the Election Commission of India regarding monitoring of election expenditure. The Additional Deputy Commissioner was presiding over a meeting on Tuesday with the officers appointed for the election expenditure monitoring team to ensure free and fair conduct of the Lok Sabha elections. He said that all the officers appointed to monitor election expenditure should ensure that the expenditure incurred by candidates or political parties during elections is properly accounted for and there should not be any negligence in this regard.
He said that election related expenditure is an important part of the election process and in this matter all the officers will have to ensure that they work as per the guidelines and rules. He said that with the announcement of Lok Sabha elections, the Model Code of Conduct will come into force. He said that the election expenditure monitoring officers appointed for the elections should get complete information in time to perform their duties independently and impartially. He said that officers have been given training in this regard in the past. Work by establishing mutual coordination with all officer teams.
ADC instructed Assistant Expenditure Observers to prepare Assembly Wise File and Shadow Register for Lok Sabha Elections 2024. He said that the Assistant Expenditure Supervisor will have to submit the shadow register on the days of inspection.
He said that the Election Commission has made it mandatory to dispose of the complaints received through C-Vigil App within the stipulated time period. Through this app, any person can send his complaint by uploading a photo or video. The investigation begins immediately after receiving the complaint.
Additional Deputy Commissioner said that video surveillance teams have also been formed in view of the Lok Sabha elections. These teams should make proper recording in voice mode on the spot even before the start of rallies and public meetings. He said that media certification and monitoring committee has also been formed at the district level. He said that this committee will start its work as soon as the model code of conduct is implemented. He said that MCMC will keep a close watch on all newspapers, radio, TV, bulk messages and social media. Apart from this, a complaint monitoring control room will also be established during the Lok Sabha elections which will be operational 24 hours a week.
On this occasion, Tehsildar Election Suman Kapoor and other officers including Assistant Expenditure Supervisor were present.
