Transparency to Increase in Employee Transfers System to be MeritBased
Chandigarh, June 25:- The Haryana Government has notified the **Model Online Transfer Policy–2026** with the objective of making the transfer and posting process of regular employees working in various departments and organizations of the state more transparent, fair, and merit-based.
The notification for the policy has been issued by Chief Secretary Anurag Rastogi.
The policy will apply to all regular employees belonging to cadres with 50 or more sanctioned posts. However, officers of the All India Services and the Haryana Civil Services (Executive Branch) and allied services have been kept outside its purview. The Human Resources Department may also extend the policy to cadres having fewer than 50 sanctioned posts, if required.
Under this policy, all posts in the concerned cadre, including headquarters posts wherever applicable, will be included in the transfer process. Apart from regular government departments, other state government organizations may also adopt the policy.
For participation in the transfer process, employees have been classified into seven categories. The **“Deemed” category** will include employees who have completed the prescribed tenure in a unit and whose transfer is mandatory. The **“Voluntary” category** will include employees who have completed the minimum tenure but not the prescribed tenure and wish to participate voluntarily in the transfer process.
The **“Below Minimum Tenure” category** will include employees who have not completed the required minimum period of service and will generally not be eligible for transfer. The **“Notional” category** will include employees who entered the cadre after the eligibility date of the previous transfer cycle through initial appointment, promotion, reinstatement, return from study leave, or return from deputation.
The **“Surplus” category** will consist of employees working in units where staff strength exceeds administrative requirements. Their participation in the transfer process will be mandatory.
The **“Protected” category** will include employees retiring within 18 months from the eligibility date, employees undergoing treatment for cancer, dialysis, bypass heart surgery within the last two years, organ transplantation, employees with 70 percent or more disability, and widowed women employees whose youngest child is up to 10 years of age.
The **“Excluded” category** will comprise employees on deputation, study leave, absent for more than 180 days, under suspension, or removed from service.
### 120-Point Merit System
A 120-point merit system has been introduced for transfers. Employees will be ranked and allotted units on the basis of these points.
* **Age:** Maximum 30 points (25% weightage)
* **Experience in Cadre:** Maximum 30 points (25% weightage)
* **Special Factors:** Maximum 60 points (50% weightage)
Age points will be calculated by dividing the number of days between the date of birth and the eligibility date by 365 and multiplying the result by 0.5. Experience points will be determined on the basis of the period between the date of appointment in the cadre and the eligibility date.
### Special Factors
Women employees will be awarded 10 points, except in cadres consisting entirely of women employees.
Divorced, judicially separated, widowed, or single-parent employees will receive 10 points.
Employees whose spouses are regular employees in government organizations located in Haryana, Delhi, or Chandigarh will be granted 10 points.
Spouses of serving personnel in the Armed Forces or Paramilitary Forces will also receive 10 points.
Employees, or their spouses, unmarried sons, or daughters suffering from serious and debilitating diseases, certified by a duly constituted Medical Board, will be awarded 10 points.
Employees who are parents of children with benchmark disabilities of 40 percent or more will receive 10 points. Employees themselves having benchmark disabilities between 40 and 70 percent will also receive 10 points.
Employees undergoing punishment under the Haryana Civil Services (Punishment and Appeal) Rules, 2016 involving a major penalty will have 10 points deducted.
In the event of a tie, preference will be given first on the basis of higher age, then female employees, and thereafter alphabetical order. Employees in the protected category will automatically be awarded the full 120 merit points.
### Fully Online Process Through HRMS
The entire transfer process will be conducted through an online software platform integrated with the Haryana Human Resource Management System (HRMS).
In the first phase, the nodal officer will launch the transfer drive, determine the eligibility date and tentative schedule, update data, and publish the initial employee list.
In the second phase, employees will verify their details or submit objections within five days. These objections will be resolved by the Head of Department.
In the third phase, employees in the voluntary and protected categories will have to submit their willingness to participate within five days.
In the fourth phase, departments will complete rationalization within 15 days, identify surplus staff and vacant posts, and publish the final list.
In the fifth phase, participating employees will select their preferred units within five days. Employees who fail to submit preferences may be posted anywhere in the state.
In the sixth phase, units will be allotted strictly on merit.
In the seventh phase, transfer orders will be issued after approval by the competent authority and implemented within ten days.
In the eighth phase, employees may submit grievances or representations through the Intra Haryana Portal within 15 days of assuming charge at the new posting location.
### Special Provisions
Women employees who have recently married, become widowed, divorced, or judicially separated may apply within six months of the event for posting at a preferred location against an available vacancy.
Employees may also request temporary transfers or change of headquarters outside the transfer drive due to medical needs, death of a close relative, or if less than one year remains before retirement. In such cases, the final decision will rest with the Chief Minister.
No employee will be transferred within one year of retirement without written consent.
The regular online transfer exercise will be conducted once every year. Transfers may also be made at any time with prior approval of the Chief Minister in cases involving promotion, direct recruitment, or administrative necessity.
The policy clearly states that recommendations, private correspondence, or external interference in transfer matters will not be entertained. Any such attempt will be treated as an effort to exert undue influence and may result in disciplinary action against the concerned employee.
The Chief Minister will have the authority to transfer any employee, exempt an employee from the transfer process, or relax any provision of the policy. The Human Resources Department will be the final authority regarding interpretation and clarification of the policy.
### Recognized Serious Diseases
The policy recognizes several serious illnesses, including heart disease, cardiac dysrhythmia, interstitial lung disease, cystic fibrosis, liver cirrhosis, chronic kidney failure, epilepsy, paraplegia, quadriplegia, hemiplegia, Parkinson’s disease, motor neuron disease and other degenerative neurological disorders, autism spectrum disorders, cerebrovascular accidents, multiple sclerosis, myopathy, thalassemia, hemophilia, aplastic anemia, all forms of cancer, schizophrenia, AIDS, organ transplantation, Behçet’s disease, and muscular dystrophy.
