Strictness on cyber crime increased Haryana among the leading states of the country

Chandigarh, July 6:- Haryana has achieved a significant achievement in the field of cyber crime control and has ensured 31 percent money recovery (fund restoration) in cyber fraud cases through the money restoration module. This is eight times higher than the national average of 3.85 percent. Along with this, more than 14,000 illegal online content was removed in the first six months of the year 2026 and 3,947 cyber criminals were arrested, while 927 cyber criminals were arrested from the cyber hotspot Noah in the last one and a half years. 9,100 police personnel were also given special training in cyber investigation between January 2025 and June 2026.
This information was given in the progress review meeting held here today under the chairmanship of Chief Secretary Mr. Anurag Rastogi.
In the meeting, the Chief Secretary directed the concerned departments to expedite the approval of required human resources for the State Cyber ??Crime Coordination Centre, further strengthen technology-based policing, artificial intelligence-based cyber surveillance and institutional capacity, as well as enhance coordination between various agencies and make litigation and victim assistance arrangements more effective, so that the changing digital threats can be effectively combated.
It was informed in the meeting that under the Money Restoration Module developed by the Indian Cyber ??Crime Coordination Centre (I4C), Haryana has performed excellently at the national level. While 6,906 restoration orders were issued in 1,79,203 cases across the country and the refund rate was 3.85 percent, Haryana ensured 31 percent money recovery by issuing 2,241 restoration orders in 7,316 cases.
Superintendent of Police (Cyber) Mr. Mayank Gupta said that the capabilities of the State Cyber ??Crime Coordination Centre (S4C) established in Panchkula in the year 2023 have been extensively expanded in the year 2026. In addition to the existing units like Cyber ??Fraud Complaint Management, Bank Coordination, Mule Account, Investigation Monitoring, Mobile and URL Blocking, now AI Integration Cell, Social Media Monitoring Unit, O. C. W. C. Unit, Creative Awareness Unit and Secret Cell have also been established. Apart from this, a proposal is also being prepared to set up special cells related to training, policy, research and development, dark web investigation and virtual digital assets. He said that the 'e-Zero FIR' facility has been implemented in Haryana from June 25, 2026. Under this, complaints regarding cyber fraud of more than Rs one lakh received on the National Cyber ??Helpline 1930 are automatically converted into electronic zero FIRs and forwarded to the concerned cyber police stations, thereby ensuring prompt registration and investigation in such cases.
It was informed in the meeting that 14,139 illegal online content was removed through the Sahayab portal during January to June 2026, while this number was 5,169 in the entire year 2025. The content removed includes phishing websites, fake advertisements, fraudulent social media posts, phishing Google advertisements and personally objectionable content shared without consent.
The meeting also reviewed the action taken in the cyber crime hotspot Nuh. Between January 2025 and June 2026, Haryana Police took suo motu cognizance and registered 473 FIRs. registered, 927 cyber criminals arrested, 751 mobile phones and 1,442 SIM cards seized. In addition, under intelligence operations, 43,354 mobile numbers and 5,007 IMEIs associated with them were effectively blocked by blocking them with the help of tower dump analysis, IMEI linking and Pratimb portal, effectively curbing the organized cyber crime network.
Chief Secretary Shri Anurag Rastogi also reviewed the grievance redressal module. Officials informed that out of 533 complaints related to bank accounts frozen during cyber crime investigation, 410 have been disposed of and dedicated monitoring teams are ensuring that all cases are resolved within the stipulated time frame of 15 days.
The meeting was also briefed on the efforts made to strengthen cyber investigation capacity. Currently, 675 police personnel are deployed in the entire state for cyber crime investigation. Apart from this, 3,742 officers have received online training through the CyberTrain portal, while 5,390 police personnel were given specialized offline training at the Haryana Police Academy, Madhuban between January 2025 and May 2026. Two officers of Haryana Police have been trained as Cyber ??Commandos and 12 more officers have been declared eligible for the next phase of Cyber ??Commando training.
Officials said that on the coordination portal, Haryana has registered more than 97 percent efficiency by disposing of 8,625 out of 8,872 requests received from other states, making the state among the leading states in the country.
The meeting also reviewed the cyber awareness campaign. Between January and June 2026, 1,322 awareness programs were organized by the Haryana Police in schools, colleges, bus stands, markets and other public places. Through these, about 3.14 lakh citizens were made aware about protection from cyber crimes. Advice is also being given from time to time through social media regarding new methods of cyber fraud and how to prevent them.
Additional Chief Secretary of the Home Department Mr. Sudhir Rajpal, Director General of Police Mr. Ajay Singhal and Additional Secretary of the Home Department Dr. Vandana Disodia along with other senior officers were present in the meeting.
